The program Accounting Manager leads the people and systems that ensure compliance with both State and Federal requirements. Financial Services Division (FSD) The FSD provides professional accounting, budget, contracting, and internal control services that support Commerce’s financial health and compliance objectives and ensures financial compliance with state and federal regulations and accurate financial reports for the Annual Comprehensive Financial Report (ACFR). Reporting to the Federal Accounting Supervisor, this Federal Fiscal Analyst is provides professional journey level financial review and analysis of fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), OFM Regulations including the State Administrative and Accounting Manual (SAAM), contract and grant terms and conditions, federal regulations ensuring compliance with Chapter 2 Part 200 of the Code of Federal Regulations (CFR), and agency fiscal policies and/or procedures. This position manages state and federal grants for assigned Commerce programs. These activities include grant management, ensuring the agency meets federal financial reporting requirements, preparing and/or completing federal funding reimbursement requests, and providing expertise and customer service to Commerce programs, employees and other governmental agencies and customers. Performs financial report analysis and monitoring of grants. Serves as a principal assistant specializing in Federal Grant accounting, management and reporting. Provides professional journey level financial review and analysis of fiscal data, specializing in Federal Grant Management for the agency. Establishes, integrates, analyzes and maintains accounting sub systems (subsidiary records) and methods. Reconciles or reviews the reconciliation of grants to AFRS General Ledger Accounts monthly. Maintains tracking systems and records, corrects discrepancies and resolves differences. Ensures that exceptions and un-balanced items are cleared on an on-going basis and appropriate regulations are followed. Initiates, develops, and monitors fiscal and federal management reports as required for effective accounting and management practice. These include both reports that are required for federal grantor agencies and required internally to manage state and federal appropriations. Prepares and monitors federal and local expenditures and revenue. Assists in reviewing federal grant agreements, requests for draws, advance payments, federal receivables and quarterly federal reports. Ensure that federal draws are done accurately and timely to support the cost recovery. Initiates assigned financial status reports and federal cash transaction reports as required according to specific federal grant terms and regulations. Tracks, monitors, evaluates, analyzes and resolves issues with overall assigned program award balances, revenue and expenditure analysis and reconciliation. Reviews, analyzes, verifies and corrects the accounting data into the Agency Financial Reporting System (AFRS). Analyzes grants to ensure compliance with terms and conditions stated in these agreements, noting special draw billing requirements, special budget/expenditure tracking, and ensures compliance with standard accounting procedures. Performs fiscal grant payable and receivable reconciliations. This includes, reviewing federal awarding agency due to and from balances and ensuring, accuracy per the federal program. Provides information and support for federal single audit. Complete federal reconciliations on a monthly basis. Complete corrections as needed. Prepare and initiate federal wires through the State Treasurer’s Office. Provides fiscal technical assistance and consultation to program staff. Provides fiscal technical support and training to co-workers, and program staff on fiscal related activity and financial reporting systems. Act as the backup to other Federal Fiscal Analysts. Assists with the development and analysis of financial and accounting systems, accounting procedures, tool development, and any Lean activities to help streamline Commerce, save resources and assist the public more efficiently. Provides guidance and expertise regarding the Office of Management and Budget (OMB) Uniform Guidance for federal award administration. Maintains current knowledge and understanding of the Office of Management and Budget (OMB) Uniform Guidance on Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards. Maintains current knowledge and understanding of assigned federal award requirements. Implement Uniform Guidance as necessary to administer federal awards. Performs state fiscal year and federal fiscal year closing activities. Prepares fiscal year end closing adjustments and accrual journal vouchers for contract, grant payables and revenue. Assists other staff in determining the type of correction needed on contracts and/or grants. Assists staff with the reconciliation of federal expenditures with federal revenue and prepares adjusting entries to ensure these net to zero or provide valid footnotes as required by OFM. Uses Contract Management System (CMS), AFRS, ER, WebI and Excel to accurately record financial data on the ACFR financial statements. Consults with program and divisional staff and provides fiscal technical assistance on assigned grants. Other duties as assigned Participates in the AFRS table maintenance. Duties are assigned/reassigned temporarily and/or permanently to accomplish overall goals and/or to assist the Unit, Accounting Office or the agency accomplish business needs. Required Qualifications: Seven (7) years of combined experience and/or education as described below: Education involves accounting, accounting principles, finance, auditing or budgeting from an accredited institution or related field. Experience must include the following areas or work related to the position: Experience with Generally Accepted Accounting Principles (GAAP) Excellent written and oral communication skills Demonstrated ability to provide excellent customer service and maintain confidentiality Demonstrated experience in process improvement and problem solving Demonstrated detail-oriented and analytical thinking Demonstrated creative, collaborative and trustworthy behavior Demonstrated ability to consistently follow applicable financial rules, regulations, and standards Intermediate skill level in the Microsoft Office suite of products including Excel, Word, and Outlook Qualifying education post High School or equivalent may be substituted year for year for experience. Education to Experience Equivalences: Associate degree = 2 years | bachelor’s degree = 4 years | Masters or Higher = 5 years Examples of how to qualify: 6 years of experience and one year of education 5 years of experience and two years of education 4 years of experience and three years of education 3 years of experience and four years of education 2 years of experience and five years of education 1 year of experience and six years of education And: Intermediate skill level in Microsoft Excel and Word. Preferred/Desired Qualifications: A bachelor’s degree from and accredited institution which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting Two years of experience with governmental accounting and Washington state financial systems Experience using State and federal policies and laws including the State Administrative and Accounting Manual (SAAM) Knowledge of accounting theories and practices, such as internal controls, separation of duties, and cash handling Demonstrated knowledge of federal programs, grants, and 2 CFR Part 200 requirements One year professional experience working with federal awards Knowledge of Chapter 2 Part 200 of the Code of Federal Regulations Experience reconciling general ledgers to subsidiary accounts and preparing corrections Required Position Competencies: Federal Award and General Ledger Accounting Expertise: Monitors high-volume of federal awards, ensuring accuracy, timeliness, and adherence to policies and regulations. Applies GAAP, SAAM, principles to complex reconciliations, interpreting GAAP, SAAM, PEBB rules, WAC and RCW to ensure accurate accounting and regulatory compliance. Problem Solving & Process Improvement: Resolves complex accounting and federal award issues, identifies root causes, implements corrective actions, and presents ideas to streamline workflows for efficiency and accuracy. Accurate & Timely Work Completion: Makes sure responsibilities central to the role meet all requirements and expectations. Finishes tasks promptly and critically reviews work to ensure quality and accuracy. Considers impact of work to others and takes steps to mitigate. Change Management & Collaboration: Adapts to change and research regulatory updates as required. Collaborates with internal customers to implement change in the most effective and efficient manner. Time Management and Prioritization: Allocates time and attention based on what is most important to achieve key goals and objectives.
