SENIOR ESTIMATOR

EXAMPLES OF DUTIES Under limited supervision, the Senior Estimator is responsible for preparing estimates, reviewing and analyzing estimates prepared by contractors, verifying consultant estimates for the Harbor Department's Engineering Bureau (EB) program/project portfolio, and potentially managing the Harbor Department's EB internal estimating effort. The role includes preparing estimates at all stages of the project lifecycle from capital and project planning through construction closeout; attending project planning and team meetings to provide estimating input; assisting with the biddability and constructability review of bid documents; attending pre‑bid meetings, reviewing design specifications and drawings, visiting jobsites and performing tasks necessary to determine scope of work, quantities, materials and equipment; preparing independent estimates of changes to professional services and construction contracts; comparing independent estimates to submitted vendor proposals and preparing an analysis; supporting the Construction Manager to prepare estimates of punch list work; maintaining all working documents and data; developing and updating Harbor Department's Estimating Policies and Procedures, guidelines, forms, templates, contract language, performance metrics and other standards; verifying that the Harbor Department's cost estimating standards are being followed; ensuring estimates are formatted in the established reporting format; evaluating and selecting estimating guidebooks, systems, equipment and accessories; establishing and maintaining a database of historical pricing; identifying and coordinating estimating staff and consultants; managing the preparation of multi‑disciplinary estimates by others; supervising or acting as a lead over subordinate staff; and reporting both verbally and in writing on the efforts of the Estimating Section. REQUIREMENTS TO FILE Candidates must meet ALL the following: Bachelor’s Degree from an accredited four‑year college or university in Engineering, Construction Management, or a closely related field (proof required). Seven or more years of experience in estimating the design and construction of large public works or commercial/industrial projects, which includes a minimum of five years’ experience estimating construction of projects ranging from $10 million to $100 million. A valid driver’s license is required. OPPORTUNITIES FOR SUBSTITUTION OF EDUCATION OR EXPERIENCE Additional experience may be substituted for the required education on a year-for-year basis to the extent that the experience has prepared the individual to perform the duties of the classification. Knowledge, Skills, and Abilities Knowledge of planning and design processes and construction techniques, means and methods for projects in a marine environment. Knowledge of estimating techniques and standards, typical production rates, engineering disciplines, cost control systems and codes of accounts. DESIRABLE QUALIFICATIONS Registration as a Professional Engineer and/or certification in cost estimating by a recognized professional organization preferred.
