GENERAL RESPONSIBILITIES
The CHIP Coordinator serves as the central point of contact for families of children who are Deaf or Hard of Hearing (DHH), birth to age three. This position facilitates connections to early intervention services and manages CHIP Facilitator assignments.
The Coordinator supports families in understanding their child’s unique abilities and provides balanced access to materials, resources, training, and information related to all communication opportunities that support language acquisition. The role also connects families to appropriate community resources based on individual needs.
In addition, the CHIP Coordinator engages with the broader community by building partnerships with local agencies, schools, and parent networks. This position provides mentorship and guidance to CHIP Facilitators and ensures the delivery of equitable, evidence-based services across the state.
ESSENTIAL JOB FUNCTIONS
CHIP Coordination
Receives referrals from pediatric audiologists and other community sources.
Coordinates initial outreach and provides support to families prior to the start of Early Intervention (EI) services.
Connects families to the appropriate CHIP Facilitator and collaborates with local EI programs.
Provides unbiased, technical information to support access to communication and language development options.
Facilitates connections to family-to-family support, community events, and Deaf/Hard of Hearing (DHH) adult role models, as available and appropriate.
Family Navigation and Support
Partners with local Early Intervention (EI) brokers and service coordinators to guide families through the early intervention process.
Provides information and resources to support families from initial contact through transition to Part B (preschool) services.
Participates in eligibility meetings, Individualized Family Service Plan (IFSP) development, transition conferences, Child Find evaluations, and Part B eligibility meetings with families.
CHIP Assessment Oversight
Oversees the implementation and use of CHIP assessments to monitor child development, language access, and service impact.
Ensures CHIP Facilitators are trained in and consistently use assessment tools.
Reviews assessment data to track child progress, identify trends, and support ongoing program improvement.
Provides technical assistance to CHIP Facilitators on assessment practices, including using data to inform IFSP goals, global outcomes, and daily routines.
UHL (Unilateral Hearing Level) Monitoring and Support
Monitors the developmental progress of children with unilateral hearing differences using CHIP assessments.
Provides individualized support to families of children with UHL who do not initially qualify for Early Intervention (EI).
Supports eligibility decisions for children with UHL using updated assessment data and professional judgment.
Assists families in transitioning to preschool services within the CHIP UHL Program.
Facilitator Mentorship and Support
Provides guidance, mentorship, and training to CHIP Facilitators at local and statewide levels.
Delivers individualized coaching and group-based professional development.
Ensures fidelity to evidence-based practices and alignment with family-centered early intervention principles.
Collaborates with families and CHIP Facilitators to identify how visual and auditory communication strategies support language development and accessibility.
Ensures families and facilitators understand each child’s unique auditory profile and potential use of hearing technology.
Training and Education
Designs and delivers training for CHIP Facilitators, families, Early Intervention professionals, early childhood brokers, and community partners.
Disseminates current research, tools, and strategies that support early language access and holistic child development.
Maintains ongoing professional development to ensure alignment with best practices in Early Intervention for children who are Deaf or Hard of Hearing (DHH).
Collaboration with State and Community Partners
Builds and maintains partnerships with state agencies, early childhood systems, healthcare providers, and social service organizations.
Ensures coordination across systems to support family access to services, programs, and resources.
Collaboration with Audiologists and Specialists
Partners with audiologists and other medical and Early Intervention specialists to support child development and family needs.
Facilitates communication and service integration between healthcare and early education systems.
Collaborates with the EI ASL Lead to coordinate visual language support.
Transition Support
Supports families during the transition from Part C to Part B services.
Participate in transition planning conferences and assist in preparing families for preschool services, including support through IEP development.
Additional Responsibilities
Maintains positive working relationships with families, colleagues, and statewide partners.
Participates in CSDB team meetings, training, and strategic planning efforts.
Collaborates with Outreach Programs, CSDB staff, and stakeholders to support Strategic Plan goals and contribute to committee work on and off campus.
Serves as a team member within Outreach Programs and CSDB; participates in regular team and departmental meetings, as well as professional development activities, including those conducted on campus and statewide.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
QUALIFICATIONS
Master’s degree in Deaf Education, Audiology, Speech-Language Pathology, or a related field with a Deaf/Hard of Hearing (DHH) focus.
Colorado educator licensure (or eligibility) as a Teacher or Special Service Provider with an appropriate endorsement (e.g., Deaf/Hard of Hearing, Speech-Language Pathology, Audiology).
Minimum of five (5) years of experience working with children who are Deaf or Hard of Hearing and their families.
Ability to demonstrate proficiency in American Sign Language (ASL) at the Advanced level within three (3) years of hire.
Experience in early intervention, family-centered services, or statewide systems navigation preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of evidence-based early intervention practices and language acquisition for children who are Deaf or Hard of Hearing (DHH).
Knowledge of child development and age-appropriate milestones to guide assessment, intervention, and family support.
Familiarity with statewide and national Early Intervention (EI) systems and regulations.
Knowledge of the Individuals with Disabilities Education Act (IDEA), including Part C and Part B.
Demonstrated skills in coaching, consultation, facilitation, and family engagement.
Ability to demonstrate cultural sensitivity, humility, and effectiveness when working with interpreters, as needed.
Proficiency in digital tools and data tracking systems (e.g., Microsoft Office Suite, virtual platforms, HIDS).
Ability to collaborate effectively across agencies, disciplines, and diverse communities.
Ability to travel regularly within the service area for home visits and evaluations, with periodic travel to CSDB for training, meetings, and professional development.
ORGANIZATIONAL RELATIONSHIPS
- Reports to and is evaluated by the Early Education Coordinator.
TERMS OF EMPLOYMENT
Part-time position scheduled to work 30 hours per week (0.75 FTE) during the fiscal year (July through June).
Employment is at-will, with no actual, expressed, or implied contract.

The position of American Sign Language (ASL) Instructor is assigned to work with students, staff and others who are Deaf/hard-of-hearing and requires proficiency in American Sign Language (ASL) at the Advanced Plus (4) skill level, as demonstrated through an appropriate assessment tool and according to school policy/procedures. Please check one box below to describe / indicate your current level of ASL proficiency.
SUPERIOR - Able to have a fully shared conversation, with in-depth elaboration for both social and work topics.
ADVANCED - Able to have a generally shared conversation with good, spontaneous elaboration for both social and work topics.
INTERMEDIATE - Able to discuss with some confidence routine social and work topics within a conversational format with some elaboration; generally 3-5 sentences in length.
SURVIVAL - Able to discuss basic social and work topics with responses generally 1-3 sentences in length.
NOVICE - Able to provide single sign and some short phrase/sentence responses to basic questions signed at a slow-to-moderate rate with frequent repetition and rephrasing.
NO FUNCTIONAL SKILLS - (May be) Able to provide short single sign and "primarily" fingerspelled responses to some basic questions signed at a slow rate with extensive repetition and rephrasing.
