We are seeking an experienced, hands‑on Program Manager to lead customer‑facing operations at our Oregon site. The Program Manager is responsible for overall program performance, customer stability, system governance, team leadership and successful delivery against contractual and operational requirements. Serving as the primary operational point of contact between the customer, Retronix management, Program Leads and operational teams, the Program Manager will ensure work is delivered safely, efficiently and in accordance with established Statements of Work (SOWs), key performance indicators (KPIs), quality requirements and service standards. This position requires a visible and engaged leader who can effectively manage customer relationships, operational performance, employees, financial performance and changing priorities within a fast‑paced semiconductor environment. Main Duties & Responsibilities Customer & Program Management Serve as the primary operational point of contact for customers, building and maintaining strong, collaborative relationships between customers, Retronix management, Program Leads, technicians and other stakeholders. Maintain regular on‑site engagement and oversight of program operations, including daily site reviews and management of SOW scopes. Serve as the first point of contact for customer and stakeholder escalations, ensuring issues and risks are addressed promptly, professionally and transparently. Chair weekly and other regularly scheduled operational review meetings with customers and internal stakeholders to review program performance, operational updates, risks and outstanding actions. Maintain a strong understanding of customer requirements and identify opportunities for program growth while ensuring proposed changes are appropriately reviewed and approved. Escalate requests for additional work or services outside the agreed contractual scope to appropriate internal stakeholders, including Finance and Business Development. Promote customer satisfaction through responsive communication, effective issue resolution and consistent delivery against agreed expectations. Operational & SOW Management Oversee implementation and ongoing management of Statements of Work, ensuring deliverables, performance metrics, service levels and scope requirements are achieved. Maintain effective SOW scope control and ensure operational activities remain aligned with contractual commitments. Implement and maintain established SOW management processes and governance requirements across assigned programs. Monitor program performance against customer and company KPIs, analyze trends, identify operational risks and implement corrective actions as required. Ensure quality standards are maintained across all program activities, including accurate documentation and compliance with established procedures. Identify opportunities to improve operational processes, program performance, efficiency, and customer service delivery. Support wider operational initiatives and business improvement projects as required. Leadership & People Management Lead, motivate and support operational teams, promoting a culture of accountability, safety, quality, professionalism and continuous improvement. Maintain regular communication with Program Leads and employees to ensure priorities, expectations and performance standards are clearly understood. Conduct regular one‑to‑one meetings with employees, providing coaching, performance feedback, development support and appropriate follow‑up. Manage employee performance, including annual performance reviews, performance improvement plans and employee relations matters in accordance with company policies and procedures. Oversee personnel and workforce changes associated with the program, including scheduling, shift changes, pay amendments, headcount management and relevant employee lifecycle administration. Manage program training requirements, including training plans, competency records, required certifications and ongoing compliance. Ensure appropriate staffing levels are maintained by managing actual and forecasted headcount against the approved Plan of Record (POR) and customer requirements. Manage the financial performance of assigned programs with a focus on billing accuracy, operational efficiency and maximizing appropriate billing opportunities within contractual requirements. Review and verify weekly and monthly billing reports, attendance records, timecards and other supporting documentation for accuracy. Identify and resolve billing discrepancies, including missed shifts, unbilled activity, floaters and other billing exceptions. Work with appropriate internal teams to address financial or contractual issues and ensure program activities accurately reflected in billing and reporting. Safety, Quality & Compliance Promote and maintain a safe working environment and reinforce compliance with customer and company safety requirements. Proactively identify and elevate equipment maintenance, housekeeping, workplace safety and other operational concerns. Ensure employees comply with established procedures, quality standards, customer requirements and applicable program policies. Maintain accurate program records and documentation to support operational, quality, training, financial and customer requirements. Qualifications & Experience Required: High school diploma or equivalent. Experience in a Program Manager, Operations Manager, Service Delivery Manager or similar operational leadership role. Proven experience leading customer‑facing operations and managing employee performance, development and accountability. Strong customer and stakeholder management skills, including experience resolving escalations in a fast‑paced environment. Strong organizational, analytical and problem‑solving skills with experience managing KPIs and multiple operational priorities. Financial awareness with experience reviewing billing, timekeeping or operational reports. Excellent written and verbal communication skills with strong attention to detail. Proficiency with Microsoft Office. Ability to work independently while maintaining a hands‑on, on‑site leadership presence. Valid driver's license. Preferred: Experience in semiconductor, engineering, manufacturing or a similar technical environment. Experience managing Statements of Work (SOWs), customer contracts, workforce planning and headcount. Knowledge of continuous improvement and operational improvement practices. Experience identifying program growth opportunities and supporting cross‑functional projects. Strong leadership, accountability and team‑development skills. Customer‑focused, commercially aware and results‑driven. Effective communicator with strong stakeholder‑management and influencing skills. This is a hands‑on, site‑based operational leadership position requiring regular interaction with customers, Program Leads, technicians and Retronix Semiconductor management.
