OCHS now cares for more than 20,000 patients annually, and no one is denied access to services due to an inability to pay. Founded in 1987 through the merger of Health Associates of Provincetown (established in 1972) and the AIM Medical Center in Wellfleet (established in 1966), Outer Cape Health has a long history of successful growth and expansion in pursuit of this mission. A Day in the Life of this Role:

Reporting to the Chief Executive Officer (CEO), the Chief Medical Officer (CMO) is a member of the executive team who is committed to delivering excellent clinical services at Outer Cape Health Services (OCHS) through high-quality leadership and management.

The CMO advises the CEO and Deputy CEO, and collaborates with other members of the executive team on OCHS' strategic vision for all of OCHS' clinical programs to achieve the Institute for Healthcare Improvement's Quintuple Aim: 1. Cost reduction, 2. Patient Experience, 3. Team Wellness, 4. Equitable Care, and 5. Population Health.

The CMO represents OCHS and its mission to internal and external stakeholders and leads the organization in the areas of clinical staff leadership and management, clinical practice, quality initiatives, clinical risk and safety management, utilization review, strategically aligned growth & development of clinical programs, and the integration & innovation of all clinical service lines.

Summary of Duties:

Leadership & Management

• The CMO has ultimate authority and responsibility for all clinical service areas at OCHS.
• The CMO is the most senior clinical voice of the organization and has final decision-making authority with regard to evidence-informed clinical practice, clinical protocols and policies.
• Models high-quality clinical leadership and management for all medical/clinical directors and staff at OCHS.
• Brings patient and clinician perspectives to all leadership and management teams to ensure those views and needs continue to align with the health center's vision, mission, and strategic goals.
• Develops the leadership and management skills of medical/clinical managers and directors through coaching and mentoring.
• Identifies professional growth opportunities for clinical staff, residents, interns, students and all other learners.
• Fosters a healthy, respectful, and productive culture and relationship with staff, both within the CMO's direct scope of supervision and across the organization.
• Communicates effectively with all stakeholders on identified pain points, important trends and areas of opportunity for improvement.
• Builds and maintains psychological safety with staff and co-workers that encourages honest bi-directional feedback, which is critical to continuous improvement and high performance.
• Represents OCHS' interests in its relationship with external organizations and stakeholders in the delivery of clinical services to OCHS' patients and communities.

Clinical Staff Liaison

• In collaboration with the Human Resources team, participates in the recruitment, credentialing, and privileging of all clinicians.
• Ensures peer reviews are completed as required for all licensed, credentialed, and privileged clinicians to ensure high-quality care and compliance with all oversight and regulatory bodies.
• Collaborates with medical/clinical directors to develop, implement, and continuously improve a thorough onboarding program for all newly hired clinicians and/or clinicians returning after an extended (> 2 months) leave of absence.
• Collaborates with medical/clinical directors to ensure that all clinicians receive individualized mentorship, coaching and/or supervision to support maximum professional effectiveness and high performance.
• Aligns clinician objectives for the delivery of high-quality care with OCHS' strategic goals, mission, and vision.
• Participates with a minimum of 3 clinical sessions on 3 separate days per week at the times of highest demand to support adequate patient access, continuity of care with patients, and to support frontline staff as well as maintain requirements for licensure and excellence in clinical skills.
• Ensures the provision of professional development opportunities for all clinicians to ensure adherence with best practice guidelines and evidence-informed clinical practice.

Quality and Safety Management

• Collaborates with the Quality team and other leadership and management teams to ensure effective data collection and reporting systems for continuous process improvement and to meet the organizational quality improvement plan.
• Collaborates with the Quality team to plan and execute outcomes-oriented quality initiatives that demonstrate exceptional care to all of OCHS' patients.
• Collaborates with the Director of Compliance to attain and/or maintain OCHS' accreditation with health care organizations and any of OCHS' regulatory bodies, for example, HRSA, the Department of Public Health, and NCQA.
• Oversees and collaborates in clinical risk management including monitoring of practice patterns for clinicians such as peer reviews and other strategies to reduce risk and maximize safety.
• Ensures timely completion of all required training by all clinical staff in the CMO reporting line as outlined in OCHS' organizational chart.
• Collaborates with the Deputy CEO, Quality team, Operations team, Director of Compliance and CFO to develop and implement OCHS' risk management program as well as other compliance, privacy and ethical issues.
• Works with the Deputy CEO, Director of Compliance and Quality team to review and analyze health indicator data, specifically data that reflects Social Determinants of Health (SDoH) and health equity performance.

Utilization and Clinical Operations

• Partners with operations and finance, and other team members to ensure fiscally responsible, mission-focused and patient-centered clinical operations.
• Collaborates with operations and finance teams to set realistic annual visit encounter & access standards to ensure financial sustainability and adequate access for all clinical services.
• Collaborates with operations and finance to assess and implement technological solutions to improve and maximize the efficiency and effectiveness of clinicians and their teams.
• Works with operations team to evaluate patient access to services and participates in the development of innovative projects and programs to optimize and increase patient access to care.
• Collaborates with other members of the executive team to integrate the clinical, financial, and operational aspects of organizational performance.
• Partners with operations and finance to ensure cost-effective utilization of clinical resources and optimal reimbursement for services provided by OCHS.

Strategic Planning and Development

• Participates in the development and implementation of OCHS' strategic and annual plans.
• Works collaboratively with the executive team and staff to achieve the strategic goals, mission and vision of OCHS.
• Translates OCHS' strategic development plans to the medical/clinical directors and staff and provides a clinical perspective to the leadership team that is patient centered.
• Elicits feedback from clinical staff on strategic plan and its execution.
