Senior Technical Recruiter

Leidos is seeking a Senior Technical Recruiter to support our Cyber & Analytics Business Area (CABA) within the Intelligence Community (IC) market in Columbia, MD. This position will partner closely with Program Leadership and hiring managers to develop and execute recruiting strategies focused on attracting highly skilled technical professionals, including candidates with TS/SCI with Polygraph clearances.

The ideal candidate is a proactive, results-oriented recruiter who understands the highly competitive cleared talent market and can build relationships with both active and passive candidates. Success requires strong sourcing capabilities, urgency, sound judgment, and the ability to serve as a trusted talent acquisition partner to the business.

Primary Responsibilities

• Manage full life cycle recruiting across multiple Intelligence Community programs, from intake and sourcing through offer, acceptance, and onboarding.
• Develop and execute targeted recruiting and sourcing strategies for highly cleared technical talent, including software engineering, cyber, AI/ML, systems engineering, DevOps, cloud, SIGINT, and related disciplines.
• Proactively identify and engage TS/SCI and polygraph-cleared candidates using ClearanceJobs, LinkedIn, referrals, networking, Boolean search, candidate databases, recruiting events, and other sourcing channels.
• Partner closely with Program Managers and hiring leaders to understand technical requirements, staffing priorities, contract needs, and talent-market challenges and translate them into actionable recruiting strategies.
• Build and maintain pipelines and long-term relationships with qualified passive candidates in the Fort Meade intelligence market.
• Manage multiple requisitions and hiring priorities in a fast-paced environment while providing timely pipeline updates, market intelligence, and recommendations to leadership.
• Support new business, capture, proposal, and program growth efforts by developing staffing strategies and identifying qualified cleared talent ahead of contract requirements.

Basic Qualifications

• Bachelor’s degree and 8-12 years of recruiting/talent acquisition experience; additional relevant experience may be considered in lieu of a degree.
• Demonstrated experience recruiting technical professionals within the Intelligence Community, DoD, or National Security market.
• Experience sourcing and recruiting candidates with TS/SCI clearances and polygraphs, preferably within the Fort Meade market.
• Strong knowledge of full life cycle recruiting, including sourcing, screening, candidate assessment, offer negotiation, candidate engagement, and onboarding.
• Demonstrated ability to build and maintain networks and pipelines of highly qualified passive technical candidates.
• Proven success managing multiple requisitions, hiring managers, and competing priorities in a fast-paced, deadline-driven environment.
• Strong communication, relationship-management, and consultative skills with the ability to influence and partner effectively with candidates, hiring managers, and senior leadership.

Preferred Qualifications

• Established recruiting experience and candidate networks within the Fort Meade cleared talent market.
• Experience recruiting fully cleared technical professionals across software, cyber, AI/ML, cloud, DevOps, systems engineering, SIGINT, or related disciplines.
• Experience supporting Intelligence Community contract staffing, program growth, proposals, recompetes, and incumbent capture/transition efforts.
• Proficiency with Workday, ClearanceJobs, LinkedIn Recruiter, CRM/sourcing platforms, and Microsoft Office.
• Experience using advanced sourcing techniques, recruiting analytics, market intelligence, and talent-pipeline strategies to address difficult-to-fill positions.
• Working knowledge of OFCCP, FLSA, and other applicable federal recruiting and employment compliance requirements.
• Desire to obtain security clearance up to TS/SCI with Polygraph.

Pay Range:

Pay Range $92,300.00 - $166,850.00
