Summary

The Division of Protective Operations (DPO) of the U.S. Department of Labor provides executive protection services to the Secretary and Deputy Secretary of the Department of Labor, and other officials designated by the Secretary. The Division conducts inquiries and investigations into significant matters of security concern.

This position is outside the bargaining unit.

Duties

Help

The following are the duties of this position at the GS-13 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

Major duties for this position include but are not limited to:

  • Perform executive protection operations for the Secretary and Deputy Secretary of the Department of Labor (DOL), visiting dignitaries, or other officials designated by the Secretary on short notice. These duties include coordinating with domestic and foreign law enforcement officials, and coordination with the Federal Bureau of Investigation, U.S. Secret Service and U.S. State Department.
  • Interview witnesses, victims, and interrogate suspects to assess information credibility. Collect, analyze, and store evidence and testimonies while maintaining chain of custody during criminal investigations.
  • Plan and organize sensitive and complex criminal investigations of alleged or suspected violations of federal laws. The results or consequences of the investigations may constitute presenting criminal investigative cases to the jurisdictional United States or States' Attorney's Office for obtaining search and seizure warrants, making arrests. and for indictment or prosecution.
  • Coordinate with host committee, press, radio or television representatives, ensuring their activities do not interfere with protective arrangements or put the protected at risk.
  • Perform authoritative and immediate action in emergency situations, drawing on extensive training and experience and use whatever force is necessary to quell a disturbance and shroud the protectee from assault.

  • Candidate required to obtain and maintain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Subject to pre-employment and random drug tests.
  • Requires medical exam and must maintain physical requirements.
  • Requires a valid driver's license and have the ability to obtain a government license to operate a government vehicle.
  • Selectee is entitled to Law Enforcement Availability Pay at the rate of 25% of base pay, as prescribed in Title 5 United States Code Section 5545. (Annual avg. of 2 or more hrs of unscheduled duty per reg. workday to receive the 25% Availability Pay)
  • Must qualify with and carry a firearm.
  • Certificates of completion of equivalent protective services course (submit certificate/proof with application).
  • Subject to financial disclosure requirements.
  • Domestic and foreign travel required.
Qualifications

For GS-11 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-09 in the Federal Service.

For GS-12 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service.

For GS-13 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. WE WILL NOT MAKE ASSUMPTIONS REGARDING YOUR EXPERIENCE.

GS-11: You must meet 3 out of the 4 examples of specialized experience listed here. Qualifying specialized experience for the GS-11 is defined as:
  • Experience working on Federal investigations.
  • Experience developing operational plans and determining investigative priorities of cases.
  • Experience developing and eliciting information from confidential sources.
  • Experience utilizing computer hardware, computer software applications, and other technical investigative equipment related to security detail operations.
OR you may substitute education for experience:

-Ph.D. or equivalent doctoral degree

OR 3 full years of progressively higher-level graduate education leading to such a degree

OR LL.M., if related

OR , you may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. (Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education).

GS-12: You must meet 3 out of the 4 examples of specialized experience listed here. Qualifying specialized experience for the GS-12 is defined as :
  • Experience in performing protective surveys and protective operations.
  • Experience developing criminal investigative reports upon completion of assignments facilitating the determination of appropriate actions and final decisions.
  • Experience researching and providing evidence and data in the preparation for adjudication of criminal cases
  • Experience providing assistance to senior agents regarding research, policies, procedures, or readiness plans.
GS-13: You must meet 3 out of the 4 examples of specialized experience listed here. Qualifying specialized experience for the GS-13 is defined as :
  • Experience applying laws, regulations, executive orders, advanced principles, concepts, as well as investigative techniques associated with operational law enforcement intelligence collection.
  • Experience obtaining and evaluating information from many diverse sources including alleged criminals and reluctant witnesses.
  • Experience surveillance planning, including those surveillance activities involving multiple parties, the latest technology, and methods that are subject to changing legal admissibility.
  • Experience collecting data concerning the safety and security of personnel.
Law Enforcement Officer (LEO) maximum entry date age: The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a LEO position. Law Enforcement Officers are subject to mandatory separation when they reach a combination of:
  • Age 57, and;
  • 20 years experience under law enforcement service that is formally approved for retirement coverage.
Age Requirements: An applicant must enter a Civil Service Retirement System (CSRS) law enforcement covered position or a Federal Employees Retirement System (FERS) law enforcement covered position not one day later than his/her 37th birthday. Please note: Applicants appointed to Criminal Investigator positions in the Federal service must not have reached their 37th birthday upon appointment to the position unless they previously served in a Federal civilian law enforcement position covered by special civil service retirement provisions, including early or mandatory retirement. This requirement may be waived only for veterans . However, the primary duties of these positions are classified as "rigorous". When age is determined to be essential to performance of the job, a waiver is not required and may not be authorized. An age waiver is not automatic. An individual who has passed the maximum entry age limit but previously served in a covered position, may be eligible for consideration and reinstatement of coverage if he/she will be able to complete a total of 20 years of covered law enforcement service by the time he reaches the mandatory retirement age of 57. See OPM Retirement Handbook for further details. The Maximum Entry Age requirement (See Maximum Entry may be waived for applicants eligible for veterans' preference.)

Medical Requirements: The duties of this position require moderate to arduous physical exertion involving walking, prolonged periods of standing, use of firearms, impact weapons, and exposure to inclement weather. The incumbent must undergo routine medical examinations for this position. Manual dexterity with comparatively free motion of finger, wrist, elbows, shoulders, hips, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order to perform the duties satisfactorily. Sufficiently good distance vision in each eye, correction permitted, to 20/20 is mandatory. Near vision, contact lenses permitted must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of this position are exacting and responsible and involve activities under trying conditions, the applicant must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to him/herself or others is disqualifying. Any pre-existing condition that is intentionally hidden during the hiring process, including falsification of medical records, is grounds for termination of employment.

Individuals assigned to a LEO position must be able to successfully pass pre-and post-employment physical fitness requirements. Preemployment physicals are scheduled by DPO after selectee accepts tentative offer. DPO sends medical clearance document to HR after selectee has cleared DOL medical screening.

Selective Placement Factor

DPO Criminal Investigator positions have the following training requirement:
  • Incumbent must have attended an acceptable protective services course to provide adequate protective services. (Submit certificate/proof with application).
DPO Criminal Investigator positions also have the following training requirement upon employment:
  • The incumbent must have attended an Acceptable federal law enforcement training equivalent to Federal Law Enforcement Training Center (FLETC) Criminal Investigative Training Program (CITP), OR be willing to attend this training upon employment.

Education

Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
