Arizona YRBS & School Health Profiles Coordinator Job Location: 150 N 18th Ave, Phoenix, AZ 85007 Salary: $63,800 Grade: 22 Job Summary This position serves as the Survey Coordinator for the Youth Risk Behavior Surveillance System (YRBS) and School Health Profiles (SHP) within the Bureau of Assessment and Evaluation. Under the direction of the Office Chief, the Survey Coordinator is responsible for planning, implementing, and administering a statewide school-based survey of considerable difficulty. The Youth Risk Behavior Surveillance System (YRBS) is conducted biennially (every two years), typically in the spring of odd-numbered years. School Health Profiles (SHP) surveys are also conducted biennially, generally during the spring of even-numbered years. The coordinator follows complex and technical program guidelines established by the Centers for Disease Control and Prevention to carry out the YRBS and SHP. This position coordinates survey operations in collaboration with an Epidemiologist and Program Specialist. This position may oversee or supervise support personnel to ensure the completion of grant deliverables, including survey administration and grant-required reports, in accordance with CDC handbooks and other guidance. The Survey Coordinator is the main point of contact for all YRBS/SHP-related communications, including correspondence with the CDC, participating YRBS sites, school districts, principals, administrators, teachers, the public, and other YRBS partners. The coordinator is responsible for maintaining and cultivating an Advisory Committee comprised of internal and external stakeholders, who convene at least twice annually to provide input on questionnaire development, school outreach, and data dissemination efforts. The coordinator is expected to participate in a one-time, in-person training outside the state. This position is responsible for all aspects of YRBS/SHP administration, including but not limited to updating the sampling frame, programming and testing the online survey, preparing and distributing survey materials to selected schools, monitoring responses, following up with nonrespondents, distributing incentives, and submitting data in accordance with CDC specifications. The coordinator conducts outreach with schools, both in person and over email/phone, to achieve adequate response rates by traveling to middle and high schools across the state to encourage participation and assist with survey administration. The coordinator also collaborates with state epidemiologists to disseminate survey findings to stakeholders and the public through data products and presentations. The employee will be expected to make independent decisions and judgments based on their professional education, programmatic experience, and training. This position maintains and shares highly confidential information and data. Responsibilities Establishes, maintains, and oversees survey operations for the YRBS, SHP, and other school surveys, following the requirements and guidance specific to each survey. Ensures compliance with grant requirements for reporting and deliverables. Oversees the design and use of databases and the design and management of surveillance systems in collaboration with the Office Chief, Epidemiologist, other teams and/or contracted personnel. Travels to schools to promote and facilitate data collection. Conducts outreach and follow up activities with school districts, administrators, principals, teachers, and others by telephone, email, in-person site visits, sending newsletters, delivering presentations, and other efforts to encourage survey participation. Prepares and distributes informational publications related to the program. Collaborates with the Office Chief and others to plan, assign, schedule, prioritize, direct, and coordinate the work of assigned staff. Develops program evaluation procedures and monitors program performance to assure conformance with rules and regulations. Participates in after-hours activities, including partner meetings, conferences, and presentations, as needed. Participates in writing grants and other funding proposals. Actively participates as a subject matter expert on a variety of stakeholder work groups. Develops and administers the program budget. Other duties as assigned related to the position. Supervision, program planning and administration, contract/budget monitoring, and grant writing. Public health surveillance, computerized database management, data analysis, and program evaluation. Persuasion and refusal conversion of sampled survey participants. Strategic planning, project coordination, and stakeholder engagement. Ability to: Plan, organize, and administer a health program. Evaluate program performance and resolve problems of non‑compliance. Communicate complex information. Use critical thinking when solving problems. Collaborate with internal and external stakeholders to support program implementation efforts. Apply attention to detail. Learn agency procedures. Use emotional intelligence when managing a team of staff and/or contractors. Recommend actions for program improvement. Selective Preference(s) Bachelor’s degree or Master’s degree in public health or a similar degree and at least 2 years of experience in program management, coordination, or a similar field. One year of management/supervisory duties. An ideal candidate will have experience using electronic surveillance databases, coordinating research projects, and working with the public health and education systems.
