Executive Agency Counsel

Department of Consumer and Worker Protection New York Position Summary Executive Agency Counsel (Level M4, Title Code 95005) – Associate General Counsel in the General Counsel Division. Salary range: $155,000–$160,858.00 (minimum $91,090.00). Remote work up to 2 days per week pursuant to the Flexible Work Pilot Program. Location & Hours Office: 42 Broadway, New York, NY (on‑site). Hours/Shift: 9:00 AM – 5:00 PM. Responsibilities Oversight of the GCD affirmative litigation team: manage investigative and trial work, serve as lead counsel before OATH and in state court, develop strategies for affirmative litigation cases, and train staff. Supervision of enforcement actions for license categories (second‑hand automobile dealers, debt collectors, employment agencies): lead counsel, conduct industry‑wide compliance initiatives, coordinate trials, review and draft summonses, petitions, motions, briefs, subpoenas, consent orders, discovery documents, and other legal documents. Legal counseling to other divisions on licensed categories: review and draft legislation and rules, revise licensing tools, provide legal advice on enforcement priorities, collaborate with Communications and External Affairs on legal framing and public hearings. Supervision and oversight of attorneys to ensure efficient and accurate work, adherence to policies, and professional development. Minimum Qualification Requirements Admission to the New York State Bar. At least four years of recent full‑time, responsible, relevant legal experience, with at least eighteen months in supervisory, administrative, managerial, executive, or highly complex legal roles. Must remain a member in good standing of the New York State Bar throughout employment. New York City residency required within 90 days of appointment; long‑term City employees may reside in up to eight surrounding counties. Preferred Skills Experience managing administration, personnel, and strategic priorities. Litigation experience at administrative agencies and in state/federal court, including hearings, trials, dispositive motions, discovery, depositions, and settlement agreements. Strong multitasking, prioritization, and efficient work habits. Interest or experience in government or public sector work. Knowledge of administrative law and consumer protection issues. Regulatory compliance experience. Ability to lead diverse teams of attorneys and non‑legal staff. Hands‑on “roll‑up‑your‑sleeves” approach. Excellent legal judgment, problem‑solving, diplomatic resolution skills. Exceptional writing and editing skills, with a focus on rigorous standards and template development.
