The Air Force Civilian Service (AFCS) is looking for a full-time civilian Plans and Program Analyst, GG-0343-14 located at the Mission Partner Capabilities Office (SAF/CDMX) within the National Capital Region, Fairfax, VA. Salary Range: $143,000 - 187,000 Relocation and recruitment incentives may be available based on eligibility. This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007. Depending on the type of position you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. This position can close at any time. The Mission Partner Capabilities Office (MPCO) is looking for a driven Planner to join our team. MPCO operates and maintains Enterprise-level US BICES intelligence and information-sharing capabilities for Combatant Commands (CCMDs), Services, and Agencies to enable DoW to plan and operate seamlessly with its Warfighters, Allies, and Partners. A leader who can take their robust operational planning experience and translate it into high-level strategic planning and programming for our organization. You will lead Operational Planning Teams (OPTs) and drive initiatives to solve complex problems that directly impact our portfolio of US BICES Enterprise capabilities. US citizenship is required Ability to obtain/maintain a Top Secret/SCI Clearance This is a designated drug testing position Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. This is a Mission Essential & Key Position. Active Guard and Reserve personnel are not qualified. Mastery knowledge of DoD and USAF organizations, associated legislation, policies, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to unique and sensitive situations in the Mission Partner Environment (MPE) ecosystem and the relationships between the US and Allies/Partners. Lead Operational Planning Teams (OPTs) & Strategic Implementation: Direct cross-functional OPTs by translating your deep operational planning background (JOPP/MDMP) into concrete, enterprise-level strategic project management. You will directly lead the effort to develop our organizational objectives, translating high-level strategy into actionable, phased execution plans. Align Enterprise Capabilities to Strategy: Leverage your deep understanding of USAF, DoD, and Intelligence Community structures to synchronize US BICES capabilities with broader strategic missions, policies, and national security directives, ensuring our portfolio directly supports the warfighter. Strengthen Coalition Intelligence Sharing: Tackle unique, highly sensitive operational challenges within the US BICES enterprise to actively enhance, secure, and expand critical intelligence-sharing capabilities and relationships between the US and our Allies/Partners. Drive Data-Backed Decisions: Apply rigorous quantitative and qualitative analysis to solve complex operational hurdles, assess diverse intelligence-sharing requirements, and continuously optimize program administration for our three core enterprise capabilities. Deliver Mission Analysis & Courses of Action (COAs): Conduct comprehensive Mission Analysis and develop rigorous, well-vetted Courses of Action (COAs) to guide Senior Leader decisions on complex, high-stakes information-sharing issues.
