Job Title: Regulatory Environmental Analyst
Location: Remote – California
Schedule: Monday–Friday, 8:00 AM – 5:00 PM
Employment Type: Contract / Contingent Workforce
Pay: $45/hr - $48/hr on W2(Inclusive all)
Key Responsibilities
Environmental Compliance & Regulatory Support
- Support the Wetlands Protection Program through technical review and quality control of consultant-prepared environmental documents
- Review wetlands and waterway jurisdictional delineation reports for accuracy and regulatory compliance
- Review and support preparation of permit application packages and supplemental environmental documentation
- Ensure compliance with applicable federal, state, and local environmental regulations
Permitting & Agency Coordination
- Coordinate permitting activities with federal and state regulatory agencies including:
- U.S. Army Corps of Engineers (USACE)
- State Water Resources Control Board (SWRCB)
- Regional Water Quality Control Boards (RWQCB)
- California Department of Fish & Wildlife (CDFW)
- Support permitting strategies and provide technical recommendations based on project requirements and wetland science
- Assist in permit negotiations and regulatory communications
Wetlands & Water Resources Support
- Support wetland delineation review and jurisdictional assessments
- Provide guidance related to:
- Clean Water Act Sections 404 & 401
- Porter-Cologne Water Quality Control Act
- California Fish and Game Code Section 1600
- Assist with wetland science evaluations and environmental impact considerations
Project Coordination & Administrative Support
- Coordinate with:
- Environmental planning teams
- Biology and execution sections
- Construction contractors
- Internal line-operation groups
- On-call environmental consultants
- Track environmental projects, schedules, and permit statuses
- Maintain environmental data and project documentation
- Support reporting and project communication activities
Required Qualifications
Education
- Bachelor’s Degree in Environmental Science, Biology, Ecology, Environmental Planning, Water Resources, Geology, or related field
Required Experience
- Minimum 3 years of Water Quality compliance experience
- Minimum 3 years of regulatory permitting and negotiation experience in California
- Minimum 2 years of wetlands and jurisdictional waters delineation experience
- Completion of a 40-hour Wetland Delineation training/course
- Minimum 2 years of project planning and resource coordination experience
- Experience working with:
- ArcGIS
- Google Earth
- Microsoft Word, Excel, PowerPoint
- Adobe Acrobat
- Geospatial systems/tools
Regulatory Knowledge Required
Strong working knowledge of:
- Clean Water Act (Sections 404 & 401)
- Porter-Cologne Water Quality Control Act
- California Fish & Game Code Section 1600
- Wetlands permitting and environmental compliance processes
Preferred Qualifications
- 5+ years of Water Quality compliance experience
- 5+ years of California environmental permitting and agency negotiation experience
- 3+ years of wetlands delineation experience
- Experience conducting Wetlands Delineation in the Arid Southwest
- Utility, infrastructure, or energy industry experience preferred
- Strong analytical and technical writing skills
