Engineering Technician I / II (Utilities)

The Position

The City of Carlsbad is currently seeking a diligent, committed, and skilled Engineering Technician for our Public Works Department. The current vacancy is in the Utilities Division. Carlsbad -The Community: This nearly 40 square mile city is ideally situated in north San Diego County with an approximate population of 115,000. The Branch: The Public Works Branch is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The branch includes a variety of departments including Environmental Sustainability, Fleet & Facilities, Construction Management & Inspection, Transportation and Utilities. More than 195 full-time equivalent staff support the branch which also has an annual total budget of over $123 million, along with a total Capital Improvement Program (CIP) appropriation of over $110 million

The Division: The Utilities Department of the Public Works Branch has an exciting opportunity for an Engineering Technician. This assignment will conduct records research and GIS mapping to update the water, wastewater, and recycled water system data in the city's GIS database; prepare engineering plans and standard drawings; and support the Engineering Division in capital improvement program execution. The successful candidate will be part of a dedicated team that serves a large customer base and will coordinate with administrative staff, engineers and field staff in the fulfillment of the department's objectives. Salary Information: Engineering Tech I - $31.55 - $38.38 Engineering Tech II - $36.62 - $44.55

Key Responsibilities

Under direction, prepare or assist in the preparation of maps, exhibits, engineering standard drawings, plans, estimates of project quantities and/or costs, project schedules, memoranda, and technical reports pertaining to the design, construction, maintenance, and operation of water, wastewater, and recycled water projects including pipelines, pump stations, sewer lift stations, reservoirs, and related appurtenances.

Perform computer-aided design and drafting using AutoCAD in connection with water and recycled water distribution systems and sewer collection systems.

Perform a variety of engineering and office duties in support of engineering staff. Use engineering design software and database spreadsheets.

Coordinate with material suppliers, vendors, and/or contractors to obtain quotes for work, equipment, or materials

Assist in the assessment, troubleshooting or collection, and reduction of data for utility systems and review or analyze fluid pressure, flow, volume, temperature, and level data

Assist administrative staff and engineers with meeting preparation, preparation and distribution of minutes, and other tasks as needed.

Maintain plan files and engineering records.

Update the GIS database of city assets and private assets contributing to city utility systems and maintain data dictionary.

Use the GIS database of city assets to create and print custom maps and spreadsheets and update asset reports. Communicate with other departments, and exchange information on assets collected.

Conduct field reconnaissance and investigation to confirm location, dimensions, type, and condition of utility assets. Collect field data and operate various types of surveying or data collection equipment and instruments. Compile, tabulate and analyze field data and prepare summaries and reports.

Inspect materials and workmanship on public works projects to ensure conformance with established plans and specifications and engineering and construction standards.

Respond to questions from the public, consultants, and contractors and provide information concerning utility infrastructure via front counter service, over the telephone, and/or email.

Assist the public with questions related to utility systems or service. Research complaints, maps, plan checks, various permits, new submittals, and fees.

Provide technical assistance to developers, property owners, and others in the interpretation of city ordinances and established city policies relative to utility service and other engineering issues.

Under direction, review grading and improvement plans for easements and standard construction notes.

Research, review, and process all actions necessary to support the issuance of encroachment permits or right-of-way permits.

Under direction, perform plan checks of parcel maps, tract maps, records of surveys, legal descriptions and plot maps, and private/public agency development plans.

Review and prepare record drawings of facilities upon the completion of construction.

Conduct field inspections, surveys, or investigations related to annual reporting requirements or problems affecting property owners, contracts, and utility and maintenance operations. Resolve problems or refer to other departments as appropriate.

Respond to records requests submitted via Dig-Alert and coordinate with utility companies.

Calculate appropriate fees in accordance with established fee schedules.

Update engineering-related web pages.

Create or revise job-related documentation and work processes.

Train others on processes and software; provide oversight or coordination of contract or temporary workers.

Qualifications

The Engineering Technician I position requires a basic understanding of:

• Knowledge/experience with ESRI ArcGIS for Desktop.
• Ability to read and interpret final maps, grading plans, improvement plans and other related documents.
• General knowledge of federal, state and local laws, codes and regulations affecting the areas of assigned responsibility.
• Knowledge of basic methods and techniques of research, statistical analysis and report presentation.
• Ability to organize, analyze, correlate and summarize data.
• Basic knowledge and use of computer software including:
• Microsoft Word, Excel, Outlook

The Engineering Technician II position requires a basic understanding of:

• Advanced understanding of the Engineering Technician I KSAs.
• Competent at using a variety of systems to find and collect data for use in daily work including: work management, document management, GIS
• Knowledge of advanced methods and techniques of research, statistical analysis and report presentation.
• Ability to prepare exhibits using computer-aided drafting or GIS software.
• Ability to create specialized cartographic products from GIS databases for internal customers.
• Ability to manipulate data using standard software programs and ability to use a GIS database for research.
• Ability to take data from CAD files and drawings and use it to update GIS using ArcEditor.

Experience & Education

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be Engineering Technician I:

• The equivalent of an associate degree in engineering technology or a related field and minimal work experience OR High school diploma with relevant college coursework in trigonometry, geometry, statistics, algebra, surveying, science and/or computer drafting and design, with significant related work experience

Engineering Technician II:

• The equivalent of an associate's degree in engineering technology or a related field and at least two year's work experience equivalent to Engineering Tech I OR High school diploma with relevant college courses in trigonometry, geometry, statistics, algebra, surveying, science and/or computer drafting and design, and at least two year's work experience equivalent to the Engineering Tech I
