Overview Cordoba Corporation is seeking an experienced Asset Management Manager to support major transportation and transit programs throughout the Pacific Northwest. Based in Seattle, this position will provide leadership in the development, implementation, and continuous improvement of asset management programs, systems, data, and lifecycle strategies for complex transportation infrastructure, including light rail, rail systems, State of Good Repair, transit facilities, and other major capital assets. The Asset Management Manager will work across engineering, operations, maintenance, information technology, finance, procurement, project controls, and capital delivery to establish an integrated approach to managing physical assets throughout their lifecycle. This position will support the development and implementation of asset management frameworks, business processes, technology platforms, data standards, performance measures, and investment strategies that enable owners to understand asset condition, performance, risk, lifecycle cost, and future capital needs. The successful candidate will combine transportation asset management knowledge with strong program leadership, enterprise systems, data governance, process improvement, and technology implementation experience and will be able to translate operational and business needs into practical asset management solutions. Responsibilities Asset Management Program Leadership Lead development, implementation, and continuous improvement of enterprise asset management programs, strategies, frameworks, policies, procedures, and governance for transportation and transit infrastructure. Establish asset management practices that integrate asset condition, performance, criticality, risk, lifecycle cost, maintenance requirements, and capital investment needs. Coordinate asset management activities across engineering, operations, maintenance, capital delivery, finance, procurement, project controls, information technology, and other organizational functions. Develop and implement asset management roadmaps that align organizational objectives, business processes, technology, data, and workforce needs. Establish priorities and work plans for asset management initiatives and coordinate multiple concurrent projects, programs, and system improvements. Support development of consistent asset management practices across multiple asset classes, projects, facilities, and operating groups. State of Good Repair & Lifecycle Planning Support development and implementation of State of Good Repair (SOGR) programs for transit and transportation assets. Develop methodologies for evaluating asset condition, performance, useful life, remaining service life, obsolescence, criticality, and risk. Support lifecycle planning for rehabilitation, renewal, replacement, modernization, and expansion of existing assets. Develop asset investment strategies that balance condition, performance, operational risk, lifecycle cost, service requirements, and available funding. Support development of short- and long-range capital needs and asset renewal forecasts. Coordinate with operations and maintenance teams to understand asset performance, failure history, maintenance requirements, reliability, and operational impacts. Support prioritization of SOGR investments based on asset condition, criticality, risk, service impacts, and lifecycle value. Enterprise Asset Management Systems Lead or support implementation, enhancement, integration, and ongoing management of Enterprise Asset Management (EAM), Enterprise Resource Planning (ERP), Computerized Maintenance Management Systems (CMMS), and related business applications. Translate business, operational, maintenance, and asset management requirements into functional and technical system requirements. Coordinate implementation and integration of enterprise applications supporting asset management, maintenance, finance, procurement, contracts, inventory, work management, and operations. Develop and maintain plans for ongoing system support, enhancement, release management, and lifecycle management. Support system architecture, configuration, testing, deployment, troubleshooting, maintenance, and continuous improvement. Coordinate with internal technology teams, vendors, consultants, and users to maintain reliable and effective production systems. Evaluate emerging technologies, platforms, applications, and tools based on functionality, cost, interoperability, scalability, standardization, flexibility, and long-term value. Asset Data & Information Management Establish and maintain asset hierarchies, classifications, attributes, naming conventions, data standards, and information requirements. Develop asset data governance practices addressing data ownership, quality, completeness, validation, security, accessibility, and lifecycle management. Coordinate collection, validation, migration, integration, and maintenance of asset information from capital projects into enterprise asset management and maintenance systems. Establish processes for transferring design, construction, testing, commissioning, warranty, as-built, equipment, and operations and maintenance information into the owner's asset management environment. Work with document controls, BIM/GIS, engineering, commissioning, operations, maintenance, and technology teams to improve the quality and usability of asset information. Develop processes for identifying and correcting incomplete, inaccurate, duplicate, or inconsistent asset data. Support development of dashboards, reports, KPIs, and analytical tools that provide visibility into asset condition, performance, maintenance, risk, and investment needs. Capital Project to Operations Integration Establish asset information and handover requirements for capital projects. Work with project delivery teams to identify required asset data and documentation during design, procurement, construction, testing, commissioning, and closeout. Coordinate asset acceptance and information handover between capital delivery, operations, maintenance, and enterprise systems. Support development of asset registers and verify that required asset information is captured before project closeout and operational turnover. Coordinate with commissioning and operational readiness teams to support successful transition of new and modified assets into revenue service and ongoing maintenance. Identify gaps between capital project delivery requirements and long-term operations and maintenance needs and recommend corrective actions. Business Process & Continuous Improvement Lead assessment and improvement of asset management and supporting business processes. Document current-state processes, identify gaps and inefficiencies, and develop future-state workflows, procedures, governance, and implementation plans. Apply continuous improvement principles to asset management, work management, maintenance, inventory, procurement, and supporting technology processes. Develop and implement work intake, prioritization, and service-delivery processes. Support both Agile and Waterfall approaches to technology and process improvement initiatives as appropriate. Establish performance measures and monitor effectiveness of implemented processes and systems. Research and evaluate new service-delivery methods, technologies, and industry practices and recommend appropriate improvements. Asset Performance, Risk & Decision Support Develop asset performance measures and KPIs to monitor condition, reliability, availability, maintainability, utilization, cost, and other relevant performance characteristics. Support asset criticality and risk assessments and incorporate results into maintenance and capital planning. Develop reporting and analytical frameworks to support risk-based asset management decisions. Integrate asset information with project controls, financial, maintenance, and capital planning information to support lifecycle decision-making. Prepare analyses and recommendations regarding rehabilitation, replacement, modernization, maintenance, and investment alternatives. Support development of executive dashboards and reports communicating asset condition, risk, performance, investment needs, and program progress. Technology Project & Systems Delivery Manage enterprise technology and asset management system initiatives from planning and requirements definition through procurement, configuration, implementation, testing, deployment, and ongoing support. Develop project scopes, requirements, specifications, budgets, schedules, resource plans, and estimates for technology and asset management initiatives. Coordinate system integrations and interfaces between asset management, maintenance, finance, procurement, inventory, contracts, document management, GIS, and other enterprise systems. Lead or support quality assurance, testing, user acceptance testing, release management, deployment, and change implementation. Manage delivery using internal staff, consultants, vendors, contractors, and contracted project teams. Monitor system performance, availability, integrations, and operational support requirements. Support development and implementation of business continuity, system backup, archival, and disaster recovery strategies for critical asset management applications. Team & Resource Leadership Lead and coordinate multidisciplinary teams supporting asset management programs, systems, data, and process improvement. Establish work plans, priorities, schedules, responsibilities, and resource requirements. Provide technical guidance, coaching, mentorship, and training to staff and project teams. Coordinate work performed by consultants, vendors, system integrators, and other external resources. Develop staff capabilities and support knowledge transfer across asset management, technology, operations, and project delivery functions. Promote collaboration across organizational and technical boundaries. Budget, Procurement & Vendor Management Develop and manage budgets for asset management programs, systems, staffing, technology, software, consulting services, and related resources. Forecast future funding requirements and monitor expenditures against approved budgets. Support procurement of asset management systems, software, technology, consulting services, and implementation resources. Develop technical and functional requirements for procurements and participate in evaluation and selection processes. Manage vendor and consultant performance, contracts, software licensing, and system support agreements. Coordinate with procurement and contract-management teams throughout system and program lifecycles. Stakeholder Coordination & Reporting Work collaboratively with operations, maintenance, engineering, project delivery, finance, procurement, contracts, information technology, project controls, document controls, and executive leadership. Facilitate workshops and meetings to define asset management requirements, priorities, business processes, system needs, and implementation strategies. Build consensus across technical, operational, business, and technology stakeholders. Prepare and present asset management plans, business cases, program reports, performance dashboards, recommendations, procedures, and executive briefings. Communicate complex asset management and technology concepts clearly to both technical and non-technical audiences. Maintain awareness of evolving asset management practices, technologies, regulatory requirements, and transportation industry trends. Qualifications Bachelor's degree in Engineering, Asset Management, Information Technology, Computer Science, Management Information Systems, Business Administration, Construction Management, or a closely related field, or an equivalent combination of education and directly relevant professional experience. 7+ years of progressively responsible experience in asset management, enterprise asset management systems, transportation operations/maintenance, enterprise technology, or related infrastructure program management. Demonstrated experience leading or supporting asset management programs, EAM/CMMS implementations, enterprise applications, or complex technology-enabled business transformation initiatives. Demonstrated leadership experience managing projects, teams, budgets, resources, planning, or workforce activities. Experience working across multiple business functions, including operations, maintenance, engineering, technology, finance, procurement, or capital delivery. Strong knowledge of: Asset management principles and lifecycle planning Enterprise Asset Management Systems Asset data and information management Business process development and improvement Systems implementation and integration Requirements development Software/system lifecycle management Project and program management Budget and resource planning Procurement and vendor management Experience defining business requirements and translating operational needs into processes, systems, data, or technology solutions. Experience managing multiple concurrent projects or workstreams. Strong analytical and problem-solving skills. Strong written and verbal communication skills with the ability to communicate effectively across technical, operational, business, and executive audiences. Demonstrated ability to lead multidisciplinary teams and work collaboratively across organizational boundaries. Preferred Qualifications: 10+ years of progressively responsible asset management, transportation infrastructure, transit operations/maintenance, or enterprise systems experience. Experience with light rail, commuter rail, heavy rail, State of Good Repair, transit facilities, rail systems, or other major transportation infrastructure. Experience supporting an owner or owner's representative on a major transit or public infrastructure program. Demonstrated experience developing or implementing State of Good Repair and asset lifecycle management programs. Experience developing asset management plans, asset hierarchies, condition assessment frameworks, criticality models, lifecycle strategies, and risk-based investment prioritization. Experience with enterprise platforms supporting asset and maintenance management, such as IBM Maximo, Infor EAM/Hexagon EAM, SAP EAM, Oracle, or comparable EAM/ERP/CMMS platforms. Experience integrating asset management platforms with finance, procurement, inventory, contracts, GIS, BIM, document management, project controls, and other enterprise systems. Experience developing asset information and handover requirements for capital projects. Experience supporting testing, commissioning, operational readiness, and transition of capital assets into operations and maintenance. Experience with asset data governance, migration, validation, system integration, and reporting. Experience managing enterprise application implementations, upgrades, integrations, releases, or major system transformations. Experience with both Agile and Waterfall project delivery methodologies. Experience with user-centered design, requirements management, QA/testing, release management, and production support. Experience managing technology vendors, consultants, system integrators, software licensing, and complex service contracts. Experience with business continuity and disaster recovery planning for critical enterprise applications. Familiarity with FTA Transit Asset Management (TAM) and State of Good Repair requirements is strongly preferred. Familiarity with ISO 55000/55001 asset management principles and frameworks is desirable. Relevant professional certification in asset management, project/program management, reliability, maintenance, or enterprise technology is desirable.
