ROGER LEÓN, SUPERINTENDENT – Transportation Inspector, Office of Pupil Transportation The Superintendent invites qualified and interested persons to apply for the position of Transportation Inspector in the Office of Pupil Transportation. (Pending availability of funds and Board of Education approval). This title is governed by the New Jersey Civil Service Commission; meaning that a candidate will be placed as a provisional employee. Upon hire, the employee will be required to complete a 120‑Day Working test period during which performance will be evaluated. Successful completion is required to remain in the position as a permanent employee. Definition Under direction, the Inspector works to see that taxicabs, buses, limousines, and/or parking lot proprietors comply with various codes and regulations governing their operations; performs other related duties as required. A particular position may not perform all duties listed in this job specification, and conversely all duties performed on the job may not be listed. Qualifications and Requirements Appointees will be required to possess a driver’s license valid in New Jersey if the operation of a vehicle is necessary to perform essential duties. Appointees may be required to possess a valid Commercial Driver’s License (CDL) and applicable endorsements for the class and type of vehicle being operated. Five (5) years or more of school bus driving experience (preferred). NOTE: The responsibility for ensuring that employees possess the required motor vehicle license rests with the Appointing Authority. Basic Functions and Responsibilities Makes field inspections on taxicabs, buses, limousines, and/or other passenger vehicles to ensure compliance with prescribed codes/ordinances/regulations. Makes field inspections on parking lots to ensure compliance with codes/regulations governing hours of operation, rates charged, etc. Makes physical inspections of passenger vehicles to ensure cleanliness and general safety; may report needed repairs. Investigates complaints by the public against drivers who violate various codes/regulations. Evaluates whether complaints warrant legal action or a warning. Implements complaint record filing and copies of reports/summonses. Issues summonses and may testify in court or at related hearings regarding violations. Prepares clear, sound, accurate, and informative reports regarding vehicle inspections. Observes vehicles along routes to ensure that service is provided according to schedule. Makes recommendations for changes in service such as additional buses, route changes, and revised schedules to improve public service. Will learn to utilize various electronic and/or manual recording and information systems used by the agency. Visits routes to monitor loading/unloading of children on and off vendor school buses and NPS school buses. Ensures that vendor school buses meet state and federal required safety standards. Ensures that vendor personnel meet state and federal driving and training requirements. Conducts scheduled and unscheduled stop visits to routes and other drop‑off locations and submits monthly reports of findings. Conducts safety checks of bus stops to determine if a stop is hazardous. Documents deficiencies and non‑compliance to notify the supervisor for investigation or action. Performs other duties and tasks assigned by the supervisor. Knowledge and Abilities Ability to prepare clear, accurate reports. Ability to learn quickly from oral and written explanations and demonstrations. Ability to utilize various electronic and/or manual recording and information systems. Ability to read, write, speak, understand, and communicate in English; American Sign Language or Braille may also be considered acceptable. Knowledge of State Motor Vehicle Code provisions and related laws regarding transportation of students and training of school bus drivers. Knowledge of NJDOE and NJDOT laws, rules, and regulations related to assigned activities. Knowledge of NJDOE and NJDOT regulations regarding contracting pupil transportation services. Interpersonal skills using tact, patience, and courtesy. Ability to observe and communicate safe driving practices. Ability to review routes from the field for efficiency and provide improvement recommendations. Ability to interact with students, the public, school bus personnel, and other district and Commission employees daily. Ability to professionally diffuse hostile situations. Ability to thoroughly investigate complaints, problem‑solve, and suggest solutions. Ability to assist the supervisor with safety‑related trainings for omnibus operators. Ability to train assigned personnel. Ability to help the supervisor and Transportation Inspector coordinate repairs to district vehicles with maintenance vendor. Ability to report to scenes of school bus accidents and conduct field investigations of vehicular accidents involving school buses. Ability to conduct field investigations when complaints are logged against contracted school bus companies providing transportation to district students.
