Compliance & CRA Specialist

Location to be within Plumas Bank's geographical footprint and based on applications received.
The Compliance & CRA Specialist supports the Bank’s Compliance Management System and CRA Program through compliance monitoring and testing, marketing reviews, complaint management, CRA administration, regulatory change activities, reporting, and audit and examination support. The position works collaboratively with business areas to identify and address compliance risk.

ESSENTIAL FUNCTIONS

1. Compliance Management Program Support

• Assist in administering and maintaining the Bank’s Compliance Management System.
• Perform risk-based second-line compliance monitoring and testing in accordance with the annual compliance review schedule.
• Document compliance review results, identify issues or control weaknesses, and assist management with corrective action tracking.
• Monitor remediation progress and assist with validating that corrective actions are completed, supported by documentation, and effective before issues are closed.
• Support regulatory change management by monitoring regulatory developments, assisting with impact assessments, communicating applicable changes to responsible business areas, and tracking required policy, procedure, system, training, or control updates.
• Support periodic reviews of compliance policies and collaborate with process owners on procedure updates to address applicable regulatory requirements and identified control needs.
• Participate in compliance reviews of new or modified products, services, systems, processes, and third-party arrangements, including documenting applicable requirements and supporting implementation readiness.
• Assist with the completion of compliance risk assessments, including fair lending and enterprise-wide compliance risk assessments.
• Assist with preparation of management reports, and committee reporting related to compliance activities.
• Assist with fair lending monitoring and analysis, including identifying potential disparities, documenting review results, escalating concerns, and supporting appropriate follow-up.
• Maintain compliance monitoring schedules, records, and supporting documentation

2. Community Reinvestment Act (CRA) Support

• Assist with the administration of the Bank’s CRA program.
• Coordinate with business lines and branch locations to gather, analyze, and maintain CRA-related lending, investment, and service activity information.
• Assist with the preparation of CRA reports for management.
• Support CRA data integrity reviews by reconciling applicable data, researching exceptions, documenting corrections, and maintaining evidence of completed reviews.
• Assist with reviewing and documenting potential community development loans, investments, donations, and services; support qualification decisions; and maintain files demonstrating how completed activities meet applicable CRA criteria and identified community needs.
• Assist with preparation for CRA examinations and requests from regulators.
• Maintain required CRA public file information and support timely updates to CRA notices, disclosure information, and other public-facing CRA materials.

3. Marketing & Advertising Compliance Reviews

• Conduct compliance reviews of marketing materials, advertisements, social media content, website updates, and promotional campaigns.
• Review marketing materials for compliance with applicable consumer protection laws and regulations, including UDAAP, fair lending, Truth in Lending, Truth in Savings, deposit advertising requirements, and other requirements applicable to the product, service, channel, and target audience.
• Maintain complete records of marketing submissions, compliance reviews, approvals, required revisions, and final materials.
• Serve as a resource to Marketing personnel regarding compliance-related advertising requirements.

4 . Complaint Management

• Help administer the Bank's consumer complaint management process.
• Assist with complaint investigations, root cause analysis, trend identification, and reporting.
• Assist with investigating and drafting responses to consumer complaints received from federal and state regulatory agencies, coordinate input from appropriate business areas, and route responses for required review and approval.
• Monitor complaint trends and com municate emerging risks to management.
• Assist with preparation of complaint reporting for Risk Management Committee and senior management

5 . Audit & Examination Support

• Assist with coordination of internal audits, compliance reviews, and regulatory examinations.
• Prepare documentation and information requested by auditors and regulators.
• Track audit and examination findings, coordinate status updates from responsible business areas, and maintain supporting documentation through resolution.

6. General Responsibilities

• Exercise sound judgment, maintain confidentiality, work respectfully and collaboratively with others, comply with applicable Bank policies and legal requirements, and complete assigned responsibilities accurately and timely

EDUCATION AND EXPERIENCE

• Associates degree; or equivalent business-related education preferred.
• Three years of banking, compliance, audit, risk management, CRA-related experience required.
• Working knowledge of federal and state consumer compliance laws and regulations applicable to assigned responsibilities, including requirements related to fair lending, lending, deposits, privacy, advertising, flood insurance, complaint management, and CRA, with the ability to research and apply specific regulatory requirements as needed.
• Demonstrated ability to work independently and collaboratively, manage competing priorities and deadlines, communicate clearly, analyze complex information, maintain accurate documentation, and apply sound judgment.

Salary range: $24.00 - $38.00per hour DOE
