Chief Student Services and Compliance Officer Starting Date: Immediately Job Description Performs advanced professional and administrative work involving the planning, coordination, and oversight of student services and federal program compliance activities. Responsibilities include supporting, monitoring, and evaluating program implementation to ensure alignment with regulatory requirements and organizational goals. Work also involves related duties as assigned. This position operates under the general direction of the Superintendent and exercises supervisory responsibility over departmental staff. Essential Functions Provides strategic oversight of the Student Services and Exceptional Children departments, collaborating with department leaders to develop, implement, and monitor short- and long‑range goals and performance outcomes. Supervises assigned staff and manages personnel functions, including recruitment, evaluation, work assignments, professional development, attendance monitoring, and leave approval. Leads and directs Federal Programs, ensuring effective planning, implementation, and evaluation of programs in alignment with federal, state, and local policies and priorities. Directly supervises and ensures compliance with all applicable federal and state laws and regulations, including those governing Exceptional Children and Title I and III Federal programs. Oversees the development and management of federal program budgets (including Title II and IV), ensuring accurate tracking of expenditures and adherence to compliance requirements. Collaborates with school and district staff to maximize the effective use of federal funds to support student achievement and program goals. Conducts regular site visits to schools to monitor program implementation, provide guidance, and support continuous improvement. Prepares and presents annual reports to the Board summarizing the impact and status of federal and state programs. Designs and delivers professional development on federal program requirements, compliance, and best practices for administrators and staff. Represents the district by participating in federal and state program trainings, institutes, and professional learning opportunities. Serves as a liaison among executive leadership, administrators, and other stakeholders to coordinate federal and state resources aligned to student needs. Analyzes data, including student achievement and program outcomes, to evaluate effectiveness and inform continuous program improvement. Recommends and implements program enhancements to strengthen the impact and compliance of federally funded initiatives. Knowledge, Skills, and Abilities Thorough knowledge of the principles, practices, and regulatory requirements governing federal education programs. Strong understanding of operational and fiscal practices related to federal programs and student services. Demonstrated ability to plan, organize, and supervise the work of professional and support staff. Skill in building and maintaining effective working relationships with colleagues, school and district leaders, parents, community partners, and the public. Proficiency in the use of standard office technology, including relevant hardware and software applications. Ability to quickly learn and effectively apply specialized software systems as required. Capacity to design, implement, monitor, and evaluate programs to ensure effectiveness and continuous improvement. Strong interpersonal, communication, and collaboration skills to support cross‑functional teamwork and stakeholder engagement. Education and Experience Master’s degree in education, educational leadership, administration, or a related field required. Extensive experience as a school principal and/or central office administrator, or an equivalent combination of education and progressively responsible leadership experience in education. Licensure Requirement Professional Educator License Required Physical Requirements Work involves occasional exertion of up to 10 pounds of force. Position requires regular use of verbal and auditory communication, manual dexterity, and repetitive motions; frequent standing, walking, and sitting; and occasional bending, kneeling, crouching, reaching, pushing, pulling, and lifting. Requires standard visual acuity, including close attention to detail and visual inspection of data and materials. Requires clear verbal communication to exchange information and provide detailed instructions accurately and effectively. Requires the ability to hear and understand speech at normal conversational levels. Work involves preparing and analyzing written and electronic data, operating standard office equipment and motor vehicles, and maintaining awareness of surroundings and activities. Work is performed in an office environment with no significant exposure to adverse environmental conditions. Noise level is typically moderate (e.g., business office setting).
