Property Maintenance Inspector

General Description The purpose of this class within the organization is to enforce the Virginia Uniform Statewide Building Code, building regulations that facilitate the maintenance, rehabilitation, development and reuse of existing building at the least possible cost to ensure the protection of the public health, safety and welfare. This class works under general supervision, independently developing work methods and sequences. Duties and Responsibilities Conduct inspections of properties and enforce codes and local ordinances. Educate and provide customer service through proper enforcement of codes and ordinances to landlords, tenants, and the public. Provide information to the public to help maintain safe and sanitary housing. Enforce grass and weed ordinances; respond to complaints logged into the Government Outreach system; issue citations for violations; re‑inspect and forward uncorrected violations to contractors for correction. Issue summons for non‑compliance and proceed with court action. Abate unsecured properties. Administer and coordinate a vacant building registry. Conduct routine property maintenance inspections in a designated area. Maintain company‑issued equipment. Provide internal and external customer service and technical assistance. Perform related work as assigned. Responsibilities, Requirements and Impacts Data Responsibility: Collects, classifies or formats data or information in accordance with a prescribed schema or plan to facilitate the identification and extraction of useful information. People Responsibility: Persuades or influences others in favor of a service, point of view, or course of action; may enforce laws, rules, regulations, or ordinances. Asset Responsibility: Requires some responsibility for achieving minor economies and/or preventing minor losses through the handling of or accounting for materials, supplies or small amounts of money. Mathematical Requirements: Uses basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes and/or computes discounts and interest rates. Communications Requirements: Reads journals, manuals and professional publications; speaks informally to groups of co‑workers, staff in other organizational agencies, the general public, people in other organizations and presents training; composes original reports, training and other written materials, using proper language, punctuation, grammar and style. Judgment Requirements: Responsible for long‑range goals, planning and methodologies. Decision‑making is the focus of the job, affecting entire organization and surrounding population; works in an unstable environment with frequent and significant changes in conditions. Complexity of Work: Performs skilled work involving rules/systems with almost constant problem solving; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure. Impact of Errors: The impact of errors is serious – affects work unit and may affect other units or citizens; loss of life could occur but probability is low. Physical Demands: Performs medium to heavy work that involves walking, standing, stooping, lifting, digging, pushing and raising objects and also involves exerting between 20 to 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis. Equipment Usage: Leads or handles tools, equipment or reference materials involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items. Unavoidable Hazards: Bright/dim light; dusts and pollen extreme heat and/or cold; wet or humid conditions; extreme noise levels, animals/wildlife vibration; fumes and/or noxious odors; traffic; moving machinery electrical shock; heights radiation; disease/pathogens toxic/caustic chemicals; explosives; violence; other extreme hazards not listed above: mold, asbestos, bed‑bugs, etc. Safety of Others: Requires considerable responsibility for the safety and health of others and/or continuous enforcement of the laws and standards of public health and safety. Minimum Education and Experience Requirements Requires High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college in construction, engineering, architecture or related field. Requires two years’ experience in home construction maintenance and/or repair. An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the position. Special Certifications and Licenses Valid Virginia Driver’s License. Must obtain required state certification within eighteen (18) months of employment.
