Applicants must be permanent in the Procurement Analyst civil service title to apply. Duties The New York City Employees’ Retirement System seeks a Procurement Analyst in the Procurement unit within the Legal Division. Under general supervision, with latitude for independent initiative and decision making, performs work of moderate difficulty in purchasing goods, services and/or construction, and in processing procurement documents and contracts. Duties will include but are not limited to: Key Responsibilities Prepare, review, and evaluate solicitation documents to ensure conformity to agency requirements and citywide standards and work with the program end users to develop solicitation requirements Prepare Pre- Solution Pre-Solicitation review, Recommendation for Award, Reasonable Price and Responsibility Determinations and other documentation required by the NYC to support the procurement and contract award process Oversee and manage pre-solicitation review activities Research and identify goods required to be obtained through the Preferred Source method Solicit bids via various Procurement Methods such as NYC Requirement Contracts, GSA, OGS, MWBE Small Purchase, Small Purchase, Negotiated Acquisition, Sole Source, Request for Bids, and Request for Proposals Examine bid samples to determine compliance with specifications or bid standards Make determinations for the most reasonable price in relation to market conditions Make recommendations for small purchase awards, modifications, emergency purchases and extensions of time to contracts Consult with and advise program personnel on issues relating to procurement actions Analyze vendors past performance, financial status, and other factors to determine vendor responsibility Participate in the implementation of procedures for procurement activities Ensure compliance with the requirements for program evaluations of vendor performance Utilize software application, in addition to electronic and online databases to monitor procurement processing Ensure compliance with Federal, State, & NYC local regulations Carry out all procurement activities in full compliance with NYC PPB Rules and Laws and in accordance with procedures established Conduct open market research Collaborate with vendors, programs, fiscal staff, and oversight agencies to address any procurement related issues to ensure prompt payment Perform special projects and related work as required Minimum Qualifications A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above. Special Notes To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in “1” above. To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in “1” above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III. Preferred Skills Ability to demonstrate knowledge of procurement lifecycle from requisition through contract close-out across all procurement methodologies - Excellent written and verbal communications skills - Effective problem-solving skills, and the ability to prioritize, manage time, and engage in multiple tasks in a fast-paced environment - Excellent analytical, interpersonal, and organizational skills - Excellent attention to detail and organization - Ability to recognize and adjust to change - Collaborative nature while remaining action-oriented - Must have an in-depth knowledge of the City’s procurement policies and rules as well as knowledge of federal and state grant procurement requirements. - Experience collaborating with internal stakeholders - NYC Certified procurement professional 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
