Senior Complex Case Social Worker

Job Overview The Child Abuse Prevention, Intervention and Treatment (CAPIT) Senior Complex Case Social Worker is a specialized member of the IRC in Oakland’s Safety and Wellness (S&W) department integrated into the Intensive Case Management team. The role serves as the social services coordinator for complex cases of newcomers living in Alameda County where there is high risk of or suspected child abuse. The position oversees clinical case management, conducts intake assessments and protective factor surveys, coordinates with internal and external partners, cultivates a network of external providers (particularly Strong Families Alliance providers), develops responsive supports and referrals, maintains robust data collection, and ensures client access to needed social services. This position coordinates with internal and external partners as part of an integrated statewide system that supports families to provide safe, stable, nurturing relationships and environments for their children. There is a special focus on primary and secondary populations to build protective factors and mitigate the risk factors of child maltreatment. The CAPIT Senior Complex Case Social Worker provides holistic case management services that are culturally appropriate, strengths-based, trauma-responsive, and client-centered. The role advocates for access to quality care, interfaces with institutional accountability offices, supports clients’ efforts to build confidence in navigating care, and encourages empowerment to self-advocate. The position also coordinates care across multidisciplinary providers through referral pathways, resource development, and relationship building, and performs administrative tasks such as data collection, casefile documentation, program implementation monitoring, and reporting on activities and outcomes for grant proposals. Additionally, the Senior Complex Case Social Worker contributes to capacity building of the programming for complex cases, collaborates with the Safety and Wellness Manager, Resettlement Manager, IRC’s Oakland immigration legal team, and other stakeholders, and may inform development of responsive psychosocial programming that supports clients’ integration into the wider community. Major Responsibilities Direct Services and Care Coordination Act as the primary focal point for Clinical Case Management for newcomer families at risk for child abuse Complete assessments to capture client baseline data, triage services, and gauge client progress. Use motivational interviewing and other supportive techniques within a trauma-informed and strengths-based approach to assist clients in identifying goals and developing action plans. Provide comprehensive clinical case management services including addressing basic needs, assisting with benefits applications, connecting clients to services, offering psychoeducation, and providing community orientation and education. Conduct safety planning during home visits and when facilitating in‑home services. Work with clients to complete consent forms, intake assessments, protective factor surveys, satisfaction surveys, activate referrals, and ensure warm handoffs to resources and social support networks. Assist clients in learning transportation routes, navigating to providers, and overcoming barriers related to immigration legal status. Ensure linguistically appropriate services and advocate for language assistance with providers as needed. Complete regular follow‑up on referrals, linkage to services, and assess service plan progress. Engage in suicide and basic needs safety planning with clients as needed. Develop and facilitate responsive psychosocial support services programming. Oversee interns and volunteers supporting complex cases, including supervising internship hours. Participate in case consultation and contribute to client care coordination meetings with internal and external service providers to triage needs and ensure access to services. Program Administration Enter client data, document program enrollment, record service case notes, and capture external provider data in internal databases and county scorecards. Participate in ongoing monitoring and develop processes and systems related to program quality, operations, and direct services. Contribute to program progress reports and assist in preparing funding proposals. Community Capacity Building Conduct outreach to identify new providers and resources across all disciplines. Cultivate relationships with existing providers and resources in the Strong Families Alliance to expand survivor access to services. Educate providers and community members on parent education and related best practices. Other Fully engage in program meetings, staff development activities, and training opportunities. Maintain high awareness of client confidentiality, HIPAA, and relevant rules and policies. Perform other duties as requested. Key Working Relationships Position Reports to: Preferred Communities / Intensive Case Management Supervisor Indirect Reporting: Safety and Wellness Manager Position Supervises: IRC Interns and volunteers Other Internal and/or External Contacts: Internal: NorCal Senior Officer for Protection and Social Work, direct service staff (H&W, AT, and R&P), Safety and Wellness staff at other IRC sites. External: Strong Family Alliance providers, other refugee resettlement agencies, ethnic community-based organizations, community leaders, and other stakeholders. Education Job Requirements Graduate degree required (MSW, MFT, or LCSW). Clinical licensure or active pursuit of licensure preferred. Training or experience working with children and families with risk factors such as poverty, parental substance abuse, young parental age, mental health concerns, exposure to violence, or parental/child disabilities. Lived experience as a survivor, refugee, or immigrant highly valued. Work Experience 3+ years of case management experience in a multicultural social services environment, ideally with refugees, highly traumatized populations and survivors of torture or violence. Highly flexible, creative, and comfortable with ambiguity; willing to adapt within a program that is evolving. Clear communication of needs to supervisors and team, and navigation of a multicultural environment. Fluency in written and spoken English; bilingual ability in a prominent client language preferred (e.g., Dari or Spanish). Demonstrated ability to work independently, solve problems, and exercise sound judgment. Ability to manage time effectively and prioritize competing demands. Commitment to working collaboratively with others to promote a positive culture that reflects IRC’s core values of service, accountability, integrity, and equality. Strong computer proficiency, including MS Office, internet applications, and case management databases. Ability to safely lift up to 35 lbs. Must have a valid driver’s license, reliable insured vehicle, and ability to travel locally frequently. Work Environment A combination of standard office environment, remote work, and field time within the service delivery area. Travel to field sites often; reliable insured transportation required. Compensation Posted pay ranges apply to U.S.-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.
