Customs Liquidator

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Detroit Field Office, Automotive & Aerospace Center of Excellence and Expertise (AA-CEE), located in New Orleans, LA. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above. Salary range: $50,460.00 (GS-07, Step 1) to $80,243.00 (GS-09, Step 10) with promotion potential to $116,362 (GS-12 Step 10). (Links to locality pay tables omitted.) Duties Liquidate import entries and claims. Calculate duties and taxes payable on imported merchandise, applying appropriate classification and valuation. Review entry, related documents, and electronic data transmissions to ensure all required documents are present and legal requirements are met. Identify discrepancies, recommend corrections, and provide guidance to higher‑graded specialists. Assist with complex or unique entries, determining dutiable value, classification, and duties/taxes due. Requirements U.S. citizen required; males born after 12/31/1959 must be registered with Selective Service. Primary U.S. residency for at least three of the last five years. Pre‑employment conducted in English. Potential background investigation; may be required to pass drug‑testing procedures. Compliance with CBP ethics rules and governing statutes. Qualifications GS-07: 1 year of specialized experience equivalent to at least the next lower grade level, performing activities such as: Reviewing entries for correct weight, value, currency exchange rates, and extensions. Calculating duties and taxes payable on imported merchandise. Examining entry, related documents, and electronic transmissions to confirm requirements. Converting foreign measures to U.S. units and researching exchange rates. GS-09: 1 year of specialized experience equivalent to at least the next lower grade level, performing activities such as: Liquidating entries electronically and preparing related computations. Notifying managers and filers of procedural weaknesses and irregularities. Providing advice and expertise on the entire entry processing system. Contacting brokers, importers, and external staff to secure additional information. Education substitution: GS-07: one year of full‑time graduate education or a bachelor’s degree with Superior Academic Achievement. GS-09: a master’s degree, two years of graduate education, or a J.D. or LL.B. Must meet all qualification requirements, including education and time‑in‑grade requirements (currently federal employees must have served 52 weeks at the next lower grade).
