The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.

Job Description

The Leasing Manager is responsible for driving occupancy, elevating the property’s brand presence, and leading a high‑performing leasing team. This role blends traditional leasing oversight with a strong emphasis on marketing strategy, digital engagement, and lead‑generation initiatives. The Leasing Manager will guide, mentor, and support a team of Leasing Consultants to ensure consistent performance, exceptional customer experience, and effective execution of all marketing and leasing activities.

EXAMPLES OF DUTIES :

Marketing & Brand Strategy

• Lead all marketing initiatives to increase traffic, improve lead conversion, and strengthen the property’s brand identity.
• Develop and execute digital marketing campaigns including social media content, email outreach, online reputation management, and listing optimization.
• Analyze market trends, competitor activity, and demographic data to recommend targeted marketing strategies.
• Partner with corporate marketing teams and vendors to ensure consistent messaging and high‑quality creative materials.
• Track marketing performance metrics and adjust strategies to maximize ROI.

Leasing Leadership & Team Development

• Provide daily leadership, coaching, and performance guidance to Leasing Consultants to ensure leasing goals are met or exceeded.
• Conduct regular training on sales techniques, customer service, fair housing compliance, and marketing best practices.
• Oversee lead management, follow‑up standards, and tour execution to maintain a high‑quality leasing experience.
• Support staffing needs, including interviewing, onboarding, scheduling, and performance evaluations.
• Foster a positive, collaborative, and results‑driven team culture.

Leasing Operations

• Manage the full leasing cycle: inquiries, tours, applications, approvals, and move‑ins.
• Ensure accurate data entry, reporting, and documentation within property management systems.
• Monitor occupancy trends, renewal performance, and revenue opportunities.
• Collaborate with maintenance and management teams to ensure units are ready, presentable, and aligned with marketing standards.

Minimum Qualifications

Experience : At least 2–4 years of leasing or property management experience; supervisory experience preferred.

Education : Graduation from an accredited college or university with a Bachelor’s degree in business administration, finance or related field. In lieu of a degree, an additional two years of Property Management experience may be considered as a substitute.

Licenses and Certification :

• A valid Driver’s License.

Knowledge, Skills and Abilities :

• Knowledge of federal (HUD) and state regulations for public housing and conventional housing.

• Strong understanding of multifamily marketing, digital advertising, and lead‑generation tools.
• Excellent communication, leadership, and customer‑service skills.
• Proficiency with property management software and online marketing platforms.
• Ability to analyze data, identify trends, and make strategic recommendations.
