Sr. Development Program Manager, Defense Electronics

The Sr. Development Program Manager is a high‑visibility role within the Program Management Office (PMO) at Honeywell Aerospace Defense Systems Division. The position will manage a roughly $50 million portfolio of development programs, with $150 million in follow‑on production contracts behind it, and support the Defense Systems business across key development programs and new business proposals. The focus is on cultivating strong relationships with key development customers and positioning Honeywell Aerospace to win large‑scale production programs. From proposal development through contract execution, the role ensures the successful completion of development and production orders while maintaining close collaboration with Prime Contract customers. New Business Proposals & Development Program Initiation Partner with a proposal manager to lead the initiation and orchestration of program proposals, ensuring timely review, approval, and submission to customers. Analyze Request for Proposals (RFPs) to assess technical, schedule, cost, and contract requirements, coordinating proposal inputs with cross‑functional teams. Provide guidance and strategy to internal teams to prepare executable Basis of Estimates (BOEs) for labor, materials, and other program support functions. Cultivate strong relationships with existing and potential customers, ensuring proposals align with their needs and long‑term strategic goals. Support proposal negotiations with internal contracts staff and customers, securing favorable terms and alignment on expectations. Identify follow‑on business and growth opportunities through development work that can evolve into larger production contracts. Program Execution & Development Create and take ownership of the program plan and budget management, overseeing technical, financial, and scheduling aspects of development programs. Manage funds and reallocate resources as needed to meet financial targets and scope. Regularly monitor orders, revenue, profit, and cash flow to align with short‑term and long‑term objectives. Lead risk and opportunity management throughout the program lifecycle, identifying and mitigating risks while capitalizing on opportunities. Ensure consistent communication and collaboration across the Integrated Product Team (IPT), conducting weekly meetings to track progress and close actions. Ensure compliance with all applicable government, company, customer, and industry specifications and regulations (e.g., FAR, DFAR, ITAR). Champion contractual integrity, ensuring that all contracts are adhered to, including compliance with legal and regulatory requirements. Establish and maintain strategic business relationships with key customers to position Honeywell Aerospace as a trusted partner for long‑term development and production contracts. Customer & Stakeholder Communication Build and maintain strong customer relationships, serving as the primary point of contact for program‑related inquiries. Provide regular status updates and reports to leadership, functional departments, and customers. Identify opportunities to expand customer portfolios, collaborating with business development teams to grow existing accounts and win new, large production contracts. Lead contract amendments or extensions in collaboration with Contracts staff, managing the customer interface to ensure satisfaction and compliance. Qualifications Eleven (11) years of experience in program management, ideally in electronics/communications supporting U.S. DOD or foreign military governments. Experience managing new development programs with cross‑functional teams, demonstrating strong leadership across technical, financial, and operational functions. Must be a U.S. Person per U.S. export laws or eligible for export license approval. Ability to obtain and maintain a security clearance. Desired Qualifications Bachelor’s degree in a business or technical field. Master’s Degree. PMP Certification or similar project management qualifications. Thirteen (13) years of experience in a technical, business, or financial discipline with professional‑level courses in contract administration. Experience in the Aerospace and Defense industries, especially with Technology Development Programs, RF/Microwave Products, or manufacturing technical products. Experience managing complex development programs or serving in a deputy capacity for large, high‑risk programs. Strong background in new business development, growing customer portfolios, and winning large production contracts. Proven success in building relationships with key customers and transitioning from development to large‑scale production programs.
