I n this role, you’ll coordinate and evaluate programs designed to help individuals improve financial wellness, prevent foreclosure, reduce debt, and navigate financial challenges.This is a meaningful opportunity to make a direct impact in the community by helping residents build stronger financial futures while collaborating with internal teams, community organizations, and external partners.What you'll do:Coordinate, implement, and evaluate financial empowerment and counseling programsProvide direct financial counseling and support to residents and business ownersAssist clients with budgeting, debt reduction, credit improvement, foreclosure prevention, and delinquent property tax resolutionCollaborate with Treasurer’s Office divisions, community agencies, and partner organizations to connect residents with resources and support servicesMonitor program performance, maintain program data, and evaluate service delivery effectivenessRecommend program policies, procedures, and process improvementsResearch and identify grant funding opportunities to support program initiativesPrepare reports and maintain accurate records using County systems and softwareWhy you'll love it:The opportunity to make a meaningful difference in the financial well-being of Oakland County residentsA mission-driven role focused on community impact and empowermentThe ability to build strong partnerships with community organizations and local stakeholdersA dynamic role that blends counseling, program coordination, outreach, and strategyOpportunities to help shape and improve programs that support financial stability and housing securityA collaborative public service environment with meaningful and rewarding workIf you’re passionate about financial education, community support, and helping others overcome financial challenges, we’d love to hear from you.It is highly preferred that you have certifications in Counseling or Social Work but it is not required.EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIESREQUIRED MINIMUM QUALIFICATIONSPossess a Master's degree from an accredited college or university with a major in Finance, Business Administration, Public Administration, Social Work, Behavioral Sciences, a closely related field of study, AND have had at least two (2) years of full-time work experience in one of the following areas: financial counseling, housing counseling, program administration, community outreach, or a closely related serviceORPossess a Bachelor's degree from an accredited college or university with a major in Finance, Business Administration, Public Administration, Social Work, Behavioral Sciences, a closely related field of study, AND Have had at least four (4) years of full-time work experience in one of the following areas: financial counseling, housing counseling, program administration, community outreach, or a closely related service.ADDITIONAL DESIRABLE QUALIFICATIONSConsiderable ability to:Develop and maintain effective working relationships with employees, representatives of other agencies, and the general public.Work with individuals experiencing financial stress and deescalate sensitive situations.Understand and explain property tax timelines, foreclosure processes, and financial assistance programs.Plan and implement an ongoing system of program evaluation activities.Plan, develop and utilize educational programs and materials.Prepare and present technical written and oral reports.Exercise mature judgment and initiative in analyzing problems and recommending solutions.Manage client caseloads and schedule service delivery effectively.Considerable knowledge of:Personal finance topics including budgeting, credit, debt management, and banking systems.Applying modern practices and techniques to the collection and utilization of program data.Reasonable knowledge of program administration in financial counseling, housing stability, or community services.Familiar with current word processing, spreadsheet, database, e-mail and Internet software.WORKING CONDITIONSWork is performed in both office and community settings, including public service locations.May be exposed to individuals experiencing financial distress who could become emotional or confrontational.May be required to travel to other locations during the course of work.ESSENTIAL JOB FUNCTIONS:Plans, directs, coordinates and evaluates a financial counseling program providing preventive and intervention services in office settings, community locations, or virtual platforms.Provides direct, one-on-one financial counseling services including assessment of income, expenses, debt, credit, and financial goals. Develops and monitors individualized financial action plans.Collects and analyzes data for evaluation of program needs, service delivery, and client outcomes. Conducts qualitative and quantitative evaluations of program activities to determine effectiveness and efficiency.Coordinates financial empowerment services with those of other divisions/units within the Treasurer’s Office. Makes recommendations for changes in policies, procedures, and program directives to supervision.Assists residents facing mortgage foreclosure and/or tax foreclosure by explaining available programs, payment plans, and timelines, and coordinating with internal staff and external partners.Coordinates program services with those of financial institutions, housing agencies, legal aid organizations, and other community service providers at local, state or federal levels.Assists in developing and delivering financial education workshops and materials to be used in community settings, including topics such as budgeting, credit, debt management, and homeownership.Helps design and carry out special pilot or research projects as indicated by community financial needs or new financial counseling practices and technologies.Implements and maintains detailed client service records and program data as required by department/division administration, state agencies, or funding entities.May respond to urgent client financial crises, including imminent foreclosure situations.Participates in planning program budgets and assists with preparation of reports, grant applications, and program documentation.Assists with tracking financial counseling program performance metrics and outcomes for reporting purposes.Assists with planning and managing Smart Finance Academy events, webinars and newsletters.Conduct taxpayer assistance meetings to assist with tax foreclosure prevention.IMPORTANT NOTE: The primary purpose of this job description is to set a fair and equitable salary range for this job classification.
