Finance Supervisor

Finance Division SupervisorUnder general direction, plans, organizes, coordinates, and supervises the work of staff performing professional, technical, and support functions within the Finance Division; participates in the development of policies and strategies for division operations; provides complex and responsible support to the Director of Finance in areas of expertise; and performs related duties as assigned.Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.Plans, supervises, and oversees the daily functions, operations, and activities of the Finance Division, including budgeting, accounting, payroll accounting, procurement, revenue collection, and cashiering, including preparing, monitoring, forecasting, and analyzing financial information, financial processing, reporting, and record-keeping.Participates in the development and implementation of goals, objectives, work plans, policies, and priorities for the division; recommends within division policy, appropriate service, and staffing levels; recommends and administers policies and procedures.Participates in the selection of, trains, motivates, and evaluates assigned personnel; supervises assigned staff and reviews work for completeness and accuracy; provides or coordinates staff training; works with employees to correct deficiencies; recommends initial disciplinary action.Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Director of Finance.Participates in the development, administration, and oversight of the division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.Assists in developing and overseeing requests for Finance related proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with required specifications and service quality.Assists in the development, monitoring, and analysis of the District's annual operating and capital budgets; prepares budget forecasts, mid-year updates, and multi-year projections to support financial planning.Oversees the preparation of monthly, quarterly, and annual financial reports including the Annual Comprehensive Financial Report (ACFR) and audit schedules.Coordinates the District's annual financial audit process, serving as the main point of contact for auditors and implements recommendations for improvement.Assists in monitoring and maintenance of internal controls and accounting procedures to ensure compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and District policies.Oversees the District's procurement processes; ensures compliance with purchasing policies and best practices.Supports the Director of Finance with financial analysis, rate studies, reserve policy updates, and long-term capital planning.Participates in strategic and cross-departmental initiatives, policy updates, and financial process improvements.Oversees and approves bi-weekly payroll processing, tax, pension, government, and legal reporting, payroll reports, and external payroll account payments; directs and reviews special payroll processing, additional payroll payments, and annual payouts.Reviews and approves daily cash analysis reports and monthly accounting reconciliations. Manages the cash receipts processing, accounting, and reporting operations including the safeguarding of District cash.Responds to inquiries from staff, vendors, and the public regarding financial policies, reports, and procedures.Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.Serves as a liaison for assigned functions with other District departments, divisions, and outside agencies; attends interdepartmental meetings to present and discuss financial matters.Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.Ensures staff observe and comply with all District and mandated safety rules, regulations, and protocols.Performs related duties as required.Knowledge of: organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility; principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures; principles and practices of leadership; principles and practices of budget development, preparation, and administration; payroll and timekeeping principles and best practices; principles and practices of general, fund, and governmental accounting, including financial statement preparation; principles and practices of cost and fixed asset accounting; internal control and audit principles and practices; principles of general ledger maintenance and account reconciliation; GAAP and GASB accounting standards and requirements; organization and functions of a public Board of Directors; mathematical principles and statistical methods; record keeping principles and procedures; applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility; agency and mandated safety rules, regulations, and protocols; techniques for providing a high level of customer service, by effectively dealing with the public, vendors, contractors, and Agency staff; the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar; modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.Ability to: plan, organize, oversee, and supervise the Finance Division staff and operations; develop and implement goals, objectives, practices, policies, procedures, and work standards; prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner; provide administrative, management, and professional leadership for the division; identify problems, research, and analyze relevant information, and develop and present recommendations and justification for solutions; audit, analyze, and utilize financial information and accounting systems and procedures; ensures systems comply with applicable laws, regulations, and policies; negotiate contracts; direct the establishment and maintenance of a variety of filing, record-keeping, and tracking systems; effectively represent the department and the District in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals; prepare clear and concise comprehensive financial and treasury statements, reports, correspondence, documentation, and other written materials; use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines; independently organize work, set priorities, meet critical deadlines, and follow-up on assignments; communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax; effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: Equivalent to a bachelor's degree from an accredited college or university with major coursework in accounting, finance, business or public administration, or a related field. Experience: Four (4) years' progressively responsible professional government finance and accounting program experience in including two (2) years in a supervisory or lead capacity. Licenses and Certifications: Possession of a valid California Driver's License, or evidence of equivalent mobility, to be maintained throughout employment.Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Agency sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds. Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.Non-Represented Professional/Supervisory Benefits Overview CalPERS Retirement: The District contracts with CalPERS to provide the 2.7% @ 55 retirement formula with an employee contribution of 8% of annual salary for current members. Under the Public Employees' Pension Reform Act (PEPRA), new members will be provided the 2% @ 62 retirement formula with an employee contribution of 6.5% of annual salary. The District does not participate in the Social Security program. Health Benefits --The District provides a Percentage Based Employer Contribution Plan (PBECP) which includes the following: 95% of health benefit premiums for employees and their qualified dependents up to the cost of the benchmark plan (Blue Shield for 2026) for the benefit year. The employee is responsible for covering the remaining 5% of the health benefit premium costs, and any additional costs incurred by selecting a health plan
