Job Summary Under the general direction of the Associate Dean for Human Services, the Director of the Title IV-E Education Program oversees the administrative and operational activities of the California Title IV-E Education Program. This role provides direct supervision of program management and staff and oversees statewide policy guidance, program implementation, contract administration, fiscal monitoring, reporting, and compliance with contractual requirements. The incumbent coordinates program operations with participating universities, the California Department of Social Services (CDSS), and other stakeholders to support effective program delivery, contract compliance, and program implementation. This role develops and maintains partnerships with CDSS, Title IV-E participating universities, professional associations, instructors, the California Workforce Innovation, Support and Education (CalWISE) partnership, and other collaborators, utilizing strong relationship-building skills to support programs that meet the needs of CDSS, schools, students, and counties. The position oversees the development and delivery of enhanced curriculum for participating social work schools, departments, and students and provides oversight of student recruitment, communication, and outreach activities to ensure alignment with program objectives and contractual requirements. This role oversees program policy, stakeholder communication and data coordination functions associated with the Title IV-E student information system administered through CalEval at UCLA and collaborates with fiscal staff to ensure timely and accurate processing of contracts, invoices, payments, budgets, and related financial transactions. The incumbent provides oversight of IV-E program policy development and implementation, directs program operations, addresses operational issues, and recommends process improvements to support effective program administration. This role is responsible for hiring, supervising, developing, and evaluating management and program staff. Working collaboratively with leadership and partners across Continuing and Professional Education (CPE), Human Services, participating schools, CDSS, CalWISE, and CalEval at UCLA, the position coordinates resources and ensures the effective administration and integration of Title IV-E program operations throughout the division. Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program Doctorate in social work, psychology or related human services field and/or equivalent experience/training Experience in public child welfare services, social work education, and/or child welfare workforce development programs. Minimum five years of progressively responsible leadership experience, including staff supervision, performance management, and coaching. Minimum five years of experience of increasing scope and complexity in program planning, development, implementation, and administration, including management of contracts, budgets, and program resources. Demonstrated ability to manage multiple priorities, maintain strong organizational practices, ensure accuracy and attention to detail, and effectively develop and maintain collaborative relationships with diverse stakeholders. Demonstrated excellence in verbal and written communication, with the ability to influence, collaborate, and effectively communicate with diverse stakeholders across organizational levels. Preferred Qualifications Leadership experience in a higher education or public child welfare setting. Extensive experience leading the development, interpretation, and implementation of complex policies and procedures, and effectively communicating policy guidance to a wide range of stakeholders. Proven experience in curriculum development and the application of adult learning methodologies to design, implement, and evaluate engaging learning experiences for social work education or training audience. Experience providing strategic leadership in the evaluation of educational programs, with demonstrated ability to leverage assessment data to improve program outcomes and drive continuous quality improvement initiatives. Experience with student information systems and/or collaborative project management applications, such as Salesforce, Airtable and/or Smartsheet. The division maintains the most diverse portfolio on the campus, with programs spanning pre-college, professional continuing education, workforce development, international academic and cultural exchange, and training services for corporate and agency partners. As a global leader in continuing education, CPE serves learners regionally, nationally and globally, and posts more than 55K enrollments annually making it the third largest UC Extension by enrollment. Beyond its community-facing role, CPE serves as the internal hub for online education in support of other academic units on the campus. CPE employs approximately 180 employees and draws on the expertise of approximately 1,700 instructors. The California Title IV-E Education Program provides specialized professional education and monetary support to undergraduate and graduate students who intend to pursue or continue a social work career in the field of public child welfare. In partnership with the California Department of Social Services (CDSS), UC Davis Continuing and Professional Education - Human Services has responsibility for administering this program for the 20 participating schools of social work across the state.
