The role includes oversight of labor crews, operation of various types of equipment, and ensuring the safe and effective upkeep of infrastructure throughout the City of McDonough. Work is performed under the supervision of the supervisors and managers. Requirements Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary. Oversees equipment operators, groundskeepers, and laborers; ensures that work is completed, and all safety procedures are being followed; trains personnel on how to operate equipment and complete various tasks. Operates assigned equipment in the maintenance and repair of city roads, streets, and sidewalks. Operates gasoline and diesel-powered automotive and heavy equipment, light to medium duty trucks, tractors, backhoes, excavators, packers, rollers and various machines, tools and power equipment, jack hammer, chipper truck, bush hog, street sweeper, bobcat loader and dump truck. Inspect and repairs streets to ensure that they are in safe condition. Reports drive‑by inspections necessary for repairs, which include potholes, downed signs, etc., relevant to safety issues. Performs routine inspection and preventative maintenance on assigned equipment and refers defects or repairs to supervisor. Secures work zone for crew, including proper signage and traffic control. Assists crew members in performing general maintenance of city facilities, including cleaning facilities, trash details, and other related facility maintenance tasks. Maintains proper maintenance and landscaping of city parks, medians, rights‑of‑way, geranium beds, city downtown square, city cemetery, and other city properties. Ensure crew is properly equipped for each job. Operates a variety of power construction and maintenance equipment used in street maintenance and repair, landscape maintenance and installation, and maintenance of city facilities and parks. Ensures the proper maintenance of equipment, vehicles, and tools by cleaning and checking equipment before and after use. Performs all duties in conformance to appropriate safety and security standards. Maintains a variety of records relating to inspections, maintenance activity, street signage, etc. Plans, coordinates, and prepares for special events in the city throughout the year. Operates a city vehicle and equipment in the performance of duties. Performs minor repairs to city buildings and equipment as necessary. Assists with other departments as requested and needed. Performs other related duties as required. Knowledge, Skills and Abilities: Knowledge of hazards and safety precautions associated with operation of equipment. Knowledge of city and departmental policies and procedures. Extensive knowledge of road construction and maintenance methods, practices, and procedures. Knowledge of State of Georgia Motor Vehicle Laws. Knowledge of geographical layout of the city. Knowledge of light and heavy equipment, materials, and supplies used in building and grounds maintenance. Knowledge of materials needed for specific repairs or maintenance. Knowledge of maintenance and repair procedures. Skill in proper operation and basic repair of machinery and trucks used in assigned section. Skill in the use of light and heavy tools and equipment. Ability to recognize hazardous materials and situations and respond according to training and City policies and procedures. Ability to understand, interpret and explain laws, regulations, and policies governing right-of-way maintenance programs. Ability to identify and analyze problems and implement operational changes using independent judgement. Ability to operate equipment and perform duties under a variety of weather conditions. Ability to identify, process, and solve problems. Ability to maintain all required licenses and certifications. Ability to communicate effectively with co‑workers and the general public. Ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse conditions. Ability to oversee the work of the crew. Ability to communicate clearly and effectively both orally and written. Ability to use equipment and tools properly and safely. Ability to establish effective working relationships with employees, supervisors, and the public. Ability to maintain a safe working environment. Ability to understand and carry out written and oral instructions. Ability to respond seven days a week, 24 hours a day to emergencies. Summary Minimum Qualifications: High school diploma or GED; three (3) years of progressively responsible experience in roadway maintenance, public works, construction, landscaping, or facilities maintenance, including experience operating heavy equipment. One (1) year of experience leading or directing the work of a crew is preferred. Must possess a valid Georgia driver's license and maintain an acceptable driving record. Ability to obtain a Georgia Class B Commercial Driver's License within twelve (12) months of employment if required by assignment. Must successfully complete pre-employment physical, drug screening, and background investigation. Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities may be considered. ADA Compliance Physical Ability : The employee is regularly required to reach with hands and arms. The employee is frequently required to stand, walk; and use hands to finger, handle, feel or operate objects, tools or controls. The employee is occasionally required to sit; climb or balance; stoop, kneel crouch, or crawl; and talk and listen. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move more than 100 pounds. Sensory Requirements : Some tasks require having close visual acuity to perform an activity such as: visual inspection involving small defects, small parts, operation of machines; using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. Environment Factors : Essential functions are regularly performed in a loud environment near moving mechanical parts and outside weather conditions. The employee frequently works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration.
