Job Description
The salary range for this position is $85,068 to $135,285. The starting salary within the range will depend on qualifications and directly related experience.

The Public Works & Engineering Department provides a diverse range of services through Public Works Administration and five operating divisions. Public Works & Engineering's responsibilities are primarily related to public infrastructure and environmental services.
The Project Engineer is a senior-level engineering position performing duties related to planning, design, document preparation, and construction. Additionally, a person in this position is responsible for the review and analysis of engineering and construction plans and specifications and general project management on public improvement projects. Additionally, this position involves field inspections, design support, data collection, and construction monitoring to ensure the effectiveness of the Town's stormwater system and compliance with the Town's Storm Water Management Program, the Erosion & Sediment Control Ordinance, Storm Water Utility Fee Program, and Municipal Separate Storm Sewer System (MS4) permit under the Illinois Environmental Protection Agency (IEPA). This position coordinates and directs communications, information, personnel, projects, and resources to meet designated Town engineering needs. This position exercises some technical and general supervision of engineering technicians, and other personnel assigned to field and office support. This position is under the direct supervision of the Town Engineer. Duties/Essential Job Functions
Desirable Training and Experience
Municipal engineering project management, design, and construction experience is preferred, or any other combination of education and experience that provides the required skills.
Registration as an IL licensed professional engineer or the ability to acquire registration within one year of employment is preferred.

Town of Normal Employee Benefits Summary Progressive Salary Administration With acceptable performance, automatic increases at six months (end of probation), twelve months, and twenty-four months. Employees then receive an annual merit step on April 1st each year until they reach the top of the position's salary range. The salary schedule may be modified for cost of living adjustments in April capped at 5% annually. Group Health Plan
The Town has a comprehensive self-funded medical plan with UMR Preferred Provider Option (PPO). Employees may choose among two plan design options: a traditional PPO plan with a $500/person and $1000/family deductible or a High Deductible Health Plan with a Health Savings Account (HSA) component.
The Town currently pays the monthly insurance premium for full time employees who participate in the wellness program. The Town may contribute to employee HSAs based on an employee's plan selection. Dependent coverage is available with the Town contributing 50% toward the dependent premium. Group Dental Plan
The Town has a comprehensive self-funded dental plan that provides payment of 80% of eligible expenses for preventive and 70% of basic & major care. Preventive dental benefits are not subject to the deductible. The Town pays the monthly premium for full time employees. The maximum benefit is $2,000 per person per calendar year and covers orthodontics, 50% up to $2000 per lifetime per covered individual. Pension Programs
The Illinois Municipal Retirement Fund () is the pension system for all classified civilian employees. Retirement benefits are based on two factors, the years of service and each member's highest 48 months of earnings as an IMRF member. This plan includes short and long-term disability and death benefits. Employees contribute about 4.5% of earnings annually in addition to the Employer's contribution. By state statute, sworn Police Officers and Firefighters are eligible for pension programs administered by independent pension boards.
Deferred Compensation and Roth IRA Plans
The Town offers a voluntary 457 retirement savings plan through Per IRS regulation, employees have the option of contributing a portion of their salary up to a predetermined dollar limit in effect for that year or 100% of gross salary, whichever is less. Town employees also have the option of making Roth IRA contributions through payroll deduction.
Flexible Spending Plan
This is a salary reduction plan in accordance with IRS regulations. Participants selecting pre-tax payment of their dependent health and dental premiums, day care expenses or non-covered medical expenses will have those payroll deductions sheltered from taxable income. Life Insurance
The Town provides a $30,000 term policy with Accidental Death & Dismemberment coverage to all full time employees. Optional dependent coverage for spouse ($10,000), and children over 6 months ($3,000) is available. The Town offers two voluntary life insurance programs. One is a decreasing term life insurance program sponsored by IMRF. The other is a term life program from The Standard that can be purchased for employee, spouse and dependent children. - Plans, directs, and participates in the design, construction, and maintenance of a wide variety of engineering projects including preparation of drawings, specifications and estimates, construction inspection, and contractor and consultant coordination.
- Supervises the preparation of maps, plans, charts and diagrams as required; reviews, analyzes, and approves planning, construction and engineering documents and materials for projects in assigned areas.
- Determines project scope and feasibility; monitors and evaluates progress of engineering projects; inspects completed projects for accuracy, completeness and compliance with established standards, requirements and specifications.
- Determines appropriate response to plans and specifications; recommends approval or denial of plans as appropriate; reviews and evaluates engineering plans, permits, maps, specifications, proposals and projects for compliance with standard engineering practices and established laws, codes, ordinances and regulations, and the Town's stormwater management ordinances.
- Responds to requests for information and complaints related to the public infrastructure by recording, researching, reporting required action to Town Engineer and returning communication to requestor.
- Conducts site inspections of construction projects to ensure conformance with approved stormwater plans and NPDES requirements.
- Maintains documentation required for IEPA annual reporting under the Town's MS4 permit, including the annual inspection report.
- Conduct field inspections of stormwater inlets, manholes, detention/retention basins, green infrastructure (e.g., rain gardens, bioswales), and storm sewer outfalls.
- Assist with complaint investigations regarding localized flooding, storm sewer backups, and illegal discharges.
- Oversees and participates in the preparation and maintenance of a variety of records, reports and files related to plans, projects, progress, specifications, expenditures, cost analysis, etc., including geographic information systems (GIS) records.
- Performs other duties as assigned.
- Knowledge of civil engineering principles and practices, civil construction, and land surveying.
- Knowledge of engineering design and maintenance principles and practices related to highways/streets, bridges, water distribution systems, sanitary and storm water collection systems, and street/area lighting.
- Basic knowledge and skill in the use of computers to prepare written reports, spreadsheet calculations, industry standard computer-aided design and drafting (CADD) systems, and industry standard geographic information (GIS) systems.
- Basic knowledge of techniques and practices of the testing of materials used in typical civil, municipal infrastructural improvements. Skill and ability to perform material testing procedures on-site with industry standard equipment.
- Ability to deal with the public effectively, courteously, and tactfully.
- Ability to communicate technical concepts clearly, concisely and effectively with developers, contractors, other government agencies, other Town staff, and the general public (in both oral and written mediums).
- Understanding of IEPA and IDOT stormwater regulations and NPDES Phase II permit requirements.
- Ability to work independently to complete assignments within the organizational framework of a project team or under the supervision of the Town Engineer.
- Ability to operate a motorized vehicle and maintain a valid driver's license in the State of Illinois.
