The Environmental Project Manager provides technical expertise and manages environmental projects related to remediation, permitting, compliance, and sustainability initiatives. Working with internal staff, regulatory agencies, consultants, and stakeholders, this position supports project development and delivery, ensures environmental compliance, manages environmental risks, and advances the port's environmental stewardship goals.

Essential responsibilities for the Environmental Project Manager may include, but are not limited to, the following:

• Lead environmental cleanup and brownfield redevelopment program, including MTCA, CERCLA, sediment management, and property reuse efforts on complex sites. Work may include investigation, remedy selection/design, feasibility studies, and long-term monitoring. Provide guidance and direction for the cleanup program, prioritizing risk management, liability reduction, cost control, and long‑term environmental stewardship.
• Lead and oversee environmental permitting processes for the implementation of capital land use and development initiatives and operation and maintenance projects. Lead and coordinate environmental aspects of port projects on a day-to-day basis including contract management, schedule, budget, quality assurance and quality control, and preparation of periodic reports.
• Evaluate efficiencies of port permit process including opportunities to secure programmatic approvals.
• Support and partner with all port departments on environmental permitting, best management practices, funding, and outreach strategies.
• Oversee port's environmental compliance on assigned projects.
• Represent the port in local, state, and federal agency meetings including strategy, meeting preparation, and follow-up.
• Support the port's public involvement plan including participation in speaker's bureaus, open houses, tours, citizen forums and other stakeholder outreach.
• Support port environmental programs such as SEPA procedures, sustainability plan, climate and air quality, water quality, new cargos, and green building programs.
• Participate in port planning activities, including project and strategic planning.
• May need to attend occasional evening meetings and travel for agency briefings, hearings, or conferences.
• Actively support the port's mission and vision, and demonstrate values consistently.
• Work effectively as a team player with all port employees.
• Perform other duties as assigned.

Qualifications:

Education: Undergraduate degree or advanced degree in environmental sciences, biology, geology, or related technical field required.

Experience: A minimum of seven (7) years of progressive work experience in permitting, environmental regulations, environmental remediation, storm water protection, hazardous materials management, and natural resources management. Knowledge and work history involving local, state, and federal environmental regulations pertinent to the port industry, such as cultural resources, SEPA, MTCA, CERCLA, SMA, CWA, CAA, NEPA, ESA, etc. required.

License/Certification:

• Professional certifications and licenses in project management, geology, sustainability, hazardous materials management, or applicable field preferred.
• Valid, unrestricted driver's license.
• Ability to obtain and maintain a valid Transportation Worker Identification Credential (TWIC Card) upon hire.

Ability to read, write, understand and communicate clearly in English. Able to develop and deliver formal presentations in a variety of settings to individuals, small or large groups.

Organizational Skills: Demonstrated ability to prioritize and manage multiple tasks under tight deadlines. Able to balance short- and long‑term priorities effectively while handling numerous, shifting, and often competing demands. Strong ability to track detailed information and maintain accurate records.

Analytical Skills: Able to gather relevant data from appropriate sources; identify all relevant factors or restrictions; apply logical reasoning to determine relationship of variables; develop results-oriented conclusions; test assumptions, observe results, and incorporate revisions or corrections.

Problem Solving Skills : Ability to logically think through and solve problems involving several variables. Able to remain objective in gathering information and investigating issues.

Computer Skills: Advanced computer skills with an emphasis on Microsoft Office suite and Microsoft Project.

Physical Requirements/Environment:

• Ability to sit, stand, bend and walk for extended periods throughout the workday.
• Ability to communicate effectively in person, over the phone, and via digital tools.
• Ability to operate or otherwise use computer systems, software, and standard office technologies to complete essential job tasks.
• Ability to prepare, review and interpret technical information in written and digital formats.
• Ability to perform repetitive hand motions including grasping, handling and use of fingers.
• Ability to create, annotate, and prepare documents in required written formats.
• Ability to push/pull, reach, stoop, kneel, climb, and maneuver uneven ground.
• Ability to lift and move items weighing up to 50 lbs.
• Ability to drive on an as-needed basis.
• Work is primarily performed in an office environment and at various outdoor locations where adverse weather conditions, uneven ground, exposure to moving machinery and moderate to loud noise is common. Periodic site visits to active industrial/marine environments and field conditions (all weather, uneven terrain).

Salary Range: $99,166 - $144,691 annually
