Senior Program Officer

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Program Officer based in United States.

This is a full-time, fully remote opportunity supporting a federally funded international education and higher education initiative.
The Senior Program Officer will take a leading role in day-to-day program implementation across grants, partnerships, events, and stakeholder engagement.
You will help U.S. higher education institutions develop international partnerships and workforce-aligned study, research, internship, and apprenticeship opportunities.
The role combines program management, grants oversight, technical assistance, monitoring, evaluation, and strategic communications.
You will collaborate with government stakeholders, higher education institutions, grant recipients, consultants, and internal cross-functional teams.
Success requires strong judgment, organization, writing, facilitation, and the ability to manage multiple priorities in a complex program environment.

• Lead day-to-day implementation of the program, coordinating closely with senior leadership and program, finance, operations, and monitoring teams to deliver activities, milestones, and reporting requirements.
• Manage annual workplans, implementation calendars, deliverables, concurrence items, reporting deadlines, and other program-management processes.
• Lead the development and administration of a national small-grants competition, including requests for proposals, eligibility criteria, review materials, applicant guidance, outreach, reviewer coordination, scoring, and award processes.
• Support applicants through webinars, office hours, proposal clinics, and targeted technical assistance, particularly for institutions with limited federal grants or international programming experience.
• Oversee subaward and grant-recipient relationships, including negotiations, workplans, reporting, compliance tracking, technical assistance, monitoring, and closeout.
• Coordinate with government stakeholders on program design, outreach, subaward selection, events, communications, monitoring, and adaptive management.
• Lead planning and implementation of higher education partnership activities, including seminars, resource products, toolkits, participant recruitment, and an in-person partnership forum.
• Coordinate speakers, participants, consultants, reviewers, subject-matter experts, logistics, communications, agendas, and follow-up activities for major program events.
• Manage follow-on microgrant processes, including application review, award documentation, monitoring, deliverable tracking, and closeout.
• Implement monitoring, evaluation, and learning activities, collecting and analyzing data on partnerships, program models, student mobility pathways, grant deliverables, and resource dissemination.
• Prepare internal and external program updates, briefing materials, meeting documentation, performance reports, and other required communications.
• Use monitoring and evaluation findings to strengthen technical assistance, peer learning, program delivery, and adaptive management.
• Maintain strong relationships across diverse stakeholders while ensuring program activities remain aligned with contractual, compliance, and organizational requirements.

Requirements:

• Bachelor’s degree in a relevant discipline is required; a master’s degree in international education, higher education administration, international relations, public policy, workforce development, nonprofit management, or a related field is preferred.
• At least 5 years of relevant professional experience managing U.S. Government-funded programs.
• Demonstrated experience managing subawards or small-grants programs, including RFP development, application review, compliance tracking, reporting, and recipient support.
• Familiarity with U.S. higher education, study abroad, international partnerships, workforce-aligned academic programming, or applied international education is preferred.
• Experience supporting institutions with varying levels of administrative capacity, including community colleges, regional universities, minority-serving institutions, rural-serving institutions, technical colleges, or smaller private institutions, is an advantage.
• Knowledge of U.S. Department of State/ECA programs, federal grants compliance, 2 CFR 200, or MODE performance monitoring is strongly preferred.
• Strong program-management, writing, facilitation, organizational, and stakeholder-communication skills.
• Ability to manage multiple concurrent workflows, deadlines, stakeholders, deliverables, and reporting requirements in a cooperative-agreement environment.
• Excellent judgment and attention to detail, with the ability to identify issues, assess priorities, and implement practical solutions.
• Ability to collaborate effectively across program, finance, operations, and monitoring, evaluation, and learning teams.
• Strong interpersonal skills and the ability to build productive relationships with government partners, higher education institutions, grant recipients, consultants, and other stakeholders.
• Ability to work independently in a fully remote environment while maintaining accountability, responsiveness, and consistent follow-through.
• Must reside in an eligible jurisdiction: Arkansas, District of Columbia, Idaho, Illinois, Kentucky, Maryland, New York, or Virginia , or establish residency in one of these locations before the employment start date.
• Must be legally authorized to work and perform the role from an approved jurisdiction.

Benefits:

• Competitive annual salary of $72,000–$82,000 , with final compensation based on experience and the applicable compensation structure.
