Environmental, Safety, and Quality Performance Manager (ESQP Manager) (FDIC)

Job Summary EMCOR Government Services is seeking an Environmental, Safety, and Quality Performance Manager (ESQP Manager) in Arlington, VA to lead and manage the ESQP programs for a facilities management contract supporting the Federal Deposit Insurance Corporation (FDIC). The scope includes two high‑visibility sites in Arlington, VA and Washington, D.C. The role involves planning, coordinating, and implementing safety programs, ensuring regulatory compliance, controlling hazards, performing quality control checks, and reporting to the Project Manager and corporate ESQP Director. Essential Duties & Responsibilities Provides administrative and technical direction regarding all corporate safety and health programs, procedures, and policies. Takes direction from the ESQP Department implementing and monitoring key policies and programs. Performs risk assessments and pre‑task planning activities. Conducts safety and quality control inspections, maintains Safety Data Sheet information, analyzes data, and makes improvement recommendations. Facilitates a Quality Control Program emphasizing systematic analysis of equipment or system failures through inspections and audits of services/work performed by EMCOR and subcontractors. Ensures compliance with procedures, technical manuals, and contractual requirements during inspections, changes, and operations. Documents corrective actions for compliance violations and performs follow‑up observations. Develops trend analysis data of preventive maintenance, service calls, and repair activities for monitoring and problem identification. Responds to all Government Quality Audits, investigates complaints, and reports findings to Project Manager and Corporate Safety Department. Conducts safety training and ensures personnel are qualified and certified. Maintains accurate training certification data and expiration dates. Provides written technical reports monthly to Corporate Level and the customer on deficiencies and potential problems. Performs all other duties as assigned. Qualifications Minimum of four (4) years’ safety experience on facilities or trades type contracts, preferably supporting a federal government customer. Minimum of two (2) years’ quality control experience on facilities or trades type contracts, preferably supporting a federal government customer. Thorough knowledge of quality control concepts and procedures applicable to building alterations, equipment, and systems. Ability to interpret and apply specifications to equipment. Proficiency with Microsoft Office applications and CMMS software. Knowledge of preventive maintenance, service calls, and repair programs applicable to a building environment. Experience with OSHA codes and standards. United States citizenship required. Fluent English reading, speaking, and writing skills. Physical Demands Light to moderate physical exertion required: lifting and carrying items weighing 10 to 50 pounds, occasional lifting over 50 pounds with assistance; long periods of standing, stooping, climbing, and working near operating equipment. Exposure to high level noise, solvent fumes, and grease may occur.
