Job TitleThe City of Elizabeth City is seeking candidates for an entry-level position in the Sanitation Division.Job DescriptionThe purpose of this position is to perform entry-level work while receiving training in the inspection, maintenance, repair, and operation of sanitation equipment and vehicles used in the collection of municipal solid waste. Employees in this class assist experienced personnel in performing preventive maintenance and minor repairs while developing the knowledge and skills necessary to maintain sanitation equipment safely and effectively.Essential Functions/Typical TasksThe functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.Assists experienced personnel in the inspection, maintenance, and repair of sanitation trucks, refuse packers, containers, and related equipment.Learns preventive maintenance procedures, including lubrication, fluid checks, filter replacement, and routine equipment servicing.Assists with replacing basic components and performing minor mechanical repairs under supervision.Cleans, washes, and maintains sanitation vehicles, equipment, tools, and work areas.Performs pre-trip and post-trip inspections of sanitation vehicles and reports equipment deficiencies.Learns to identify mechanical, hydraulic, and electrical problems and reports findings to supervisory staff.Assists with maintaining maintenance records, work orders, and equipment service logs.Operates sanitation equipment and vehicles as assigned and in accordance with training and licensing requirements.Assists with the collection of residential solid waste, recycling, yard waste, and bulk refuse as needed to support departmental operations.Loads and unloads tools, equipment, and repair materials.Observes and follows all departmental safety procedures and uses appropriate personal protective equipment.Participates in on-the-job training and attends required training programs to develop the knowledge and skills necessary for advancement.Responds to emergency service needs as directed.Performs related work as required.Knowledge, Skills, and AbilitiesThe knowledge, skills, and abilities listed below are representative of those needed to perform the essential functions of this position.Developing working knowledge of the tools, equipment, materials, and methods used in the maintenance and repair of sanitation trucks, refuse packers, and related equipment.Ability to learn preventive maintenance procedures, including lubrication, fluid checks, and filter and component replacement.Ability to learn to recognize basic mechanical, hydraulic, and electrical malfunctions and report them accurately to supervisory or skilled maintenance staff.Ability to safely operate hand and power tools common to vehicle and equipment maintenance.Ability to read and interpret equipment manuals, work orders, safety data sheets, and departmental policies.Ability to understand and follow oral and written instructions.Ability to accurately maintain maintenance records, work orders, and equipment service logs.Ability to safely operate sanitation vehicles and equipment in accordance with training and licensing requirements.Knowledge of and ability to comply with departmental safety policies, procedures, and proper use of personal protective equipment.Ability to establish and maintain effective working relationships with coworkers, supervisors, and the public.Ability to perform the physical tasks required of the position, including work outdoors in a variety of weather conditions.Physical DemandsPerforms medium to heavy work, as defined by the U.S. Department of Labor, involving prolonged standing, walking, bending, stooping, kneeling, climbing, reaching, lifting, carrying, pushing, and pulling.Frequently lifts and carries materials weighing up to 50 pounds and occasionally heavier items with assistance.Frequently climbs on and off sanitation vehicles and equipment and works in stooped, kneeling, or crouched positions to access undercarriage and hopper components.Continuously stands and walks on uneven, wet, or slippery surfaces in an outdoor shop and roadway environment.Occasionally lifts and carries items weighing more than 50 pounds with the assistance of a coworker or mechanical lifting device.Requires sufficient hand-eye coordination, manual dexterity, and near vision to operate hand tools, power tools, and diagnostic equipment.Unavoidable Hazards (Work Environment)Involves routine and frequent exposure to:Bright and dim lighting.Dust, dirt, pollen, and airborne debris.Extreme heat, cold, and varying weather conditions.Wet or humid environments.Loud noise levels and vibration.Moving machinery and heavy equipment.Traffic hazards.Diesel fuel, lubricants, hydraulic fluids, cleaning chemicals, and other automotive products.Fumes, noxious odors, and municipal solid waste.Special Certifications and LicensesMust possess and maintain a valid North Carolina driver's license with an acceptable driving record.Must obtain and maintain a North Carolina Commercial Driver's License (CDL), Class B with air brake endorsement, within the time period established by the City as a condition of continued employment.This is a safety-sensitive position subject to pre-employment, random, reasonable suspicion, and post-accident drug and alcohol testing in accordance with U.S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) regulations, and the City of Elizabeth City Personnel Policy
