Assistant Director for Special Education Compliance

Special Education Compliance Officer

The Special Education Compliance Officer is responsible for ensuring that Kingsville ISD maintains full compliance with all federal, state, and local regulations related to special education services. This position supports the Director of Special Education in monitoring, implementing, and improving systems that ensure legal compliance, high-quality instruction, and equitable outcomes for students with disabilities.

The role includes oversight of documentation, processes, and practices related to the Individuals with Disabilities Education Act (IDEA), Section 504 (as applicable), state regulations, and district policies. The Compliance Officer also provides coordination and monitoring of evaluation timelines, ARD document compliance, implementation of IEPs, archiving ARD documents, guidance, training, and support to campus and district staff to ensure services are delivered with fidelity and aligned to student needs and overall maintenance of the special education audit files.

Qualifications

• Bachelor's degree required; Master's degree in Special Education, Educational Leadership, or a related field preferred.
• Valid Texas teaching certificate required; Special Education EC-12 certification required.
• Principal or other administrative certification preferred.

Experience

• Minimum of 3 years of experience in special education, including experience with ARD/IEP processes and compliance.
• Demonstrated knowledge of federal and state special education laws and regulations, including IDEA and Texas Education Agency requirements.
• Experience in program monitoring, compliance review, and data analysis preferred. Strong organizational, communication, and interpersonal skills.
• Ability to interpret policy, provide guidance, and ensure implementation across multiple campuses.

Special Knowledge/Skills

• Proficient in Samegoal, excel, and Microsoft word
• Strong understanding of federal and state special education rules and laws
• Strong understanding of writing of standard-based PLAAFPs
• Strong understanding of writing measurable goals and objective
• Strong understanding of IPI's, Transition, and Graduation areas of the IEP

Major Responsibilities and Duties

1. Compliance Monitoring and Accountability

• Ensure district compliance with all applicable federal, state, and local special education laws, regulations, and policies.
• Monitor campus-level implementation of special education services, including ARD/IEP compliance, timelines, and documentation.
• Conduct monthly audits of student records, evaluation procedures, and service delivery to ensure accuracy and compliance with federal, state and district special education policies and procedures.
• Identify areas of noncompliance and develop corrective action plans in collaboration with campus and district leadership.
• Maintain accurate records and documentation required for audits, monitoring visits, and reporting.
• Manages the status of Samegoal documents to ensure ARDs are legally compliant in all areas before archiving. Monitors all Samegoal records for accurate student/programs counts.

• ARD/IEP Oversight and Support

• Provide guidance and support to campuses in conducting Admission, Review, and Dismissal (ARD) committee meetings.
• Ensure ARD processes are implemented with fidelity, including appropriate identification, evaluation, placement, and service decisions.
• Support the development, review, and implementation of high-quality Individualized Education Programs (IEPs).
• Ensure timelines for evaluations, annual reviews, and reevaluations are met.

• Program Implementation and Continuous Improvement

• Collaborate with the Director of Special Education to design and implement systems that improve service delivery and student outcomes.
• Analyze district and campus data related to special education performance, compliance indicators, and student achievement.
• Support continuous improvement efforts aligned with district goals, including integration with Multi-Tiered System of Supports (MTSS).
• Monitor implementation of interventions and services to ensure fidelity and effectiveness.

• Training and Capacity Building

• Provide ongoing professional development for administrators, teachers, and staff related to special education compliance, processes, and best practices.
• Develop and deliver training on ARD procedures, documentation, legal requirements, and instructional support.
• Conducts new teacher training for IEP writing.
• Serve as a resource for campuses in addressing compliance questions and concerns.

• Collaboration and Communication

• Informs campus-based special education staff and administrators of the timelines for IEP development, annual ARDs, evaluation timelines, reevaluations, MDR.
• Work collaboratively with campus administrators, special education staff, general education teachers, and district leadership.
• Communicate clearly and effectively with parents, staff, and stakeholders regarding compliance expectations and processes.
• Support resolution of concerns or complaints related to special education services in alignment with district procedures.
• Sends weekly compliance updates to the Director of Special Education.

• Policy Implementation and Legal Compliance

• Interpret and apply federal and state laws, State Board of Education rules, and local board policies related to special education.
• Assist in the development and revision of district procedures to ensure alignment with current legal requirements.
• Support the district during audits, due process hearings, and compliance reviews as needed.
• Manages the overall Samegoa system for special education.

• Professionalism and Ethical Practice

• Maintain confidentiality of student information and adhere to all ethical and legal standards.
• Demonstrate professionalism, integrity, and a commitment to equitable outcomes for all students.
• Engage in ongoing professional learning to remain current on special education law and best practices.

Perform other duties as assigned by the Director of Special Education.

Supervisory Responsibilities

• May supervise assigned special education staff, interventionists, or program coordinators as designated.

Evaluation

Performance will be evaluated in accordance with provisions of the Board's policy on evaluation of administrative personnel.
