Our client is seeking an experienced Electrical & Instrumentation (E&I) Project Manager to lead the execution of capital and maintenance projects within a refinery environment. The successful candidate will manage projects involving electrical systems, instrumentation, controls, automation, and Safety Instrumented Systems (SIS) from concept development through commissioning and startup. This position requires a hands‑on project leader with demonstrated experience delivering SIS and process safety‑related projects while managing budgets, schedules, contractors, and cross‑functional teams in a refinery, petrochemical, or heavy industrial operating environment. Key Responsibilities Lead and execute capital and expense projects involving electrical, instrumentation, controls, and SIS systems. Manage projects through all phases including scope development, engineering, procurement, construction, commissioning, startup, and closeout. Coordinate with Operations, Maintenance, Engineering, Reliability, Process Safety, and contractor personnel. Develop project scopes, cost estimates, schedules, risk assessments, and execution plans. Oversee installation, testing, and commissioning of electrical and instrumentation systems. Manage Safety Instrumented System (SIS) upgrades, modifications, and implementation projects. Ensure compliance with refinery standards, OSHA regulations, Process Safety Management (PSM), and applicable industry codes. Support and participate in HAZOPs, Layers of Protection Analysis (LOPA), SIL assessments, PSSR reviews, and Management of Change (MOC) processes. Review engineering deliverables including: Loop drawings SIS documentation and testing procedures Manage engineering consultants, EPC firms, vendors, and construction contractors. Monitor project performance, budgets, schedules, and key milestones. Drive safe execution and successful startup of all assigned projects. Required Qualifications Education Bachelor's Degree in Electrical Engineering required; OR Bachelor's Degree in Mechanical Engineeringwith demonstrated experience leading Safety Instrumented System (SIS) and E&I-related projects. Experience Minimum 8 years of project management experience in refining, petrochemical, chemical processing, oil & gas, or heavy industrial facilities. Proven experience managing Safety Instrumented System (SIS) projects. Experience leading projects involving instrumentation, controls, process automation, and electrical systems. Demonstrated experience managing projects from concept through startup and closeout. Experience working within an operating refinery or similar continuous‑process manufacturing environment. Preferred Qualifications Professional Engineer (PE) license. PMP certification. Functional Safety certifications (CFSE, CFSP, TÜV Functional Safety Engineer). Experience with: HIMA Honeywell Safety Manager Experience supporting turnaround and outage projects. Knowledge of IEC 61511, ISA 84, SIL, LOPA, and HAZOP methodologies. #J-18808-Ljbffr
