Tech-Marine Business (TMB) is seeking a highly motivated and experienced Senior Science & Technology (S&T) Analyst to support Surface Navy modernization and technology transition initiatives for Naval Sea Systems Command (NAVSEA). The successful candidate will provide analytical, strategic, and programmatic support to senior government leadership responsible for identifying, prioritizing, evaluating, and transitioning emerging technologies that improve fleet readiness, maintenance, modernization, and warfighting capability.

The Senior S&T Analyst will serve as a key liaison among acquisition, research and development (R&D), science and technology (S&T), fleet maintenance, engineering, and industrial base stakeholders. This position requires a strong understanding of Navy organizations, technology transition processes, and the interaction between research organizations and acquisition programs.

Responsibilities

Science & Technology Strategy Support

• Support senior government leaders in the development and execution of Surface Navy science and technology strategies, roadmaps, and investment priorities.
• Research, analyze, and assess emerging technologies with applicability to naval modernization, sustainment, maintenance, and readiness initiatives.
• Coordinate with stakeholders across NAVSEA, OPNAV, ONR, DARPA, Department of Defense organizations, and industry partners to identify capability gaps and technology opportunities.
• Assist in developing technology insertion strategies and transition plans that align with Navy and Office of the Secretary of Defense (OSD) priorities.

Technology Assessment and Transition

• Evaluate Office of Naval Research (ONR), Future Naval Capability (FNC), and other research initiatives for potential transition to operational Navy programs.
• Analyze technology readiness, implementation risks, funding requirements, and transition opportunities.
• Support the development and management of Technology Transition Agreements (TTAs) and related transition documentation.
• Monitor technology development efforts and provide status updates, recommendations, and risk assessments to government leadership.
• Assist in documenting lessons learned, best practices, and standardized technology transition processes.

Surface Navy Modernization Support

• Coordinate among acquisition, fleet, engineering, maintenance, and research communities to support technology insertion initiatives across Surface Navy platforms.
• Identify fleet capability gaps and develop recommendations for future technology investments.
• Collaborate with shipbuilding, maintenance, modernization, and industrial base stakeholders to evaluate innovative solutions to operational challenges.
• Develop technology insertion roadmaps that incorporate Navy requirements, commercial technology trends, and opportunities for cross-platform implementation.

Program Analysis and Strategic Planning

• Conduct technical, programmatic, and budgetary assessments of Navy research, development, test, and evaluation (RDT&E) programs.
• Analyze program plans, schedules, budgets, and performance metrics to identify technical and programmatic risks.
• Prepare recommendations for leadership regarding technology investments, transition decisions, and risk mitigation strategies.
• Support the development of executive-level briefings, reports, white papers, decision memoranda, and strategic communications.

Stakeholder Engagement and Collaboration

• Serve as an interface between government organizations, laboratories, warfare centers, shipyards, industry partners, and academia.
• Participate in technical working groups, Integrated Product Teams (IPTs), program reviews, and strategic planning sessions.
• Support engagement with organizations including: 
  • Office of Naval Research (ONR)
  • Naval Research Laboratory (NRL)
  • DARPA
  • Maritime Industrial Base (MIB)
  • NAVSEA SEA 04 and SEA 05
  • National Shipbuilding Research Program (NSRP)
  • Other Department of Defense organizations
• Prepare detailed meeting summaries, action items, and after-action reports for senior leadership.

Corrosion Control and Maintenance Technologies

• Support technology initiatives related to corrosion prevention, maintenance optimization, repair technologies, and fleet sustainment.
• Coordinate with organizations including SURFMEPP, Surface Team One, SEA 05, and related stakeholders to assess and promote corrosion-control technologies and best practices.

Qualifications

Education

• Bachelor's degree in Engineering, Physical Science, Naval Architecture, Marine Engineering, Systems Engineering, Technology Management, or a related technical discipline.
• Master's degree preferred.

Experience

• 10+ years of experience supporting Navy, Department of Defense, or maritime technology programs.
• Experience working with Navy acquisition, research and development, science and technology, engineering, maintenance, or modernization organizations.
• Demonstrated experience evaluating emerging technologies and supporting technology transition activities.
• Experience developing executive briefings, strategic plans, and technical analyses for senior leadership.

Knowledge, Skills, and Abilities

• Knowledge of Navy and DoD science and technology processes.
• Understanding of technology readiness, transition planning, and innovation management.
• Familiarity with ONR, DARPA, NAVSEA, OPNAV, and related stakeholder organizations.
• Strong analytical, critical thinking, and problem-solving skills.
• Exceptional oral and written communication skills.
• Ability to work independently while coordinating across multiple organizations and stakeholders.
• Proficiency with Microsoft Office applications, including PowerPoint, Excel, Word, and Teams.

Security Requirements

• Active Secret Clearance required.

Preferred Qualifications

• Experience supporting NAVSEA Surface Warfare programs.
• Experience with maintenance, modernization, shipbuilding, industrial base, or corrosion-control initiatives.
• Knowledge of Future Naval Capabilities (FNC), Manufacturing Technology (ManTech), or NSRP programs.
• Experience developing technology roadmaps and transition agreements.
• Familiarity with Surface Navy readiness, sustainment, and lifecycle management processes.
