Description of Job The Vehicle Services Program (VSP) exists to ensure compliance with the laws that govern the vehicle titling and registration processes as outlined in the Colorado Revised Statutes. Additionally, this program provides guidance and training to the state's authorized agents and is charged with the auditing and enforcement of Colorado’s emissions program. Colorado’s Emissions program manages automobile inspections, licensing stations, inspectors, and auditing facilities in ten Front Range counties. The program staff audits all emission testing facilities located in a ten-county area along the Front Range to ensure proper operation and consumer service as provided by law. This includes various testing programs (enhanced, rapid screen, and diesel opacity) using different equipment at over 80 locations with 450 inspectors. Enforcement Manager The VSP is seeking an Enforcement Manager to serve as the team lead for the emissions Enforcement team. This role is responsible for team operations such as scheduling, unit performance, individual performance, adherence to the Colorado Revised Statutes, rules, processes, and procedures. This position plays a critical role in ensuring that emissions testing facilities and emissions inspectors or technicians are operating in accordance with the laws, rules, and regulations that govern the operation. This position will perform operational analysis to drive the optimal performance of the unit, develop reports for leadership and stakeholders, and recommend changes. Duties Include, But Are Not Limited To Monitors diesel stations' ongoing performance in relation to statutory requirements, rules, regulations, and testing standards Makes evaluations of inspector competency and performance levels and has the authority to impose penalties and/or additional training as required Plans, organizes, and oversees the general work production of the Emissions work unit Supports management in response to legislation, the Air Quality Control Commission (AQCC) proposed program changes, and budget requests Assists leadership with annual reviews of rules and procedures for content and legislative/federal updates Responds to escalated complaints and requests for information from citizens, organizations, employees, management, and other state agencies Engages with customers and stakeholders to provide guidance and support related to emissions requirements and processes Oversee the gas and diesel covert program, monthly schedule, review the fine structure. and conduct meetings with gas and diesel covert offenders This position is remote, but you may be required to work from a department office building location based on business needs. Members are responsible for providing and maintaining a home office or other suitable remote work location, as well as Internet and a secure Wi‑Fi connection. Class Code & Classification Description I5A2XX Air Environmental Systems Technician II Minimum Qualifications Experience Only: Five years of experience in engine/mass emissions testing industry that involves drivability diagnosis, tune-up and repair; mass emissions instrument/equipment calibration; repair and fabrication of electrical/ electronic equipment and/or mechanical systems used in mass emissions testing; and/or engine performance, alternative fuels and/or air conditioning refrigerant recovery and maintenance or analysis of such systems. One year of this experience must have been acquired in an environment with high volume customer contact/interaction. Education And Experience A combination of related education in mechanical, electrical, electronic, chemical or industrial engineering, or a closely related field of study and/or relevant experience in an occupation related to the work assigned equal to five (5) years. An automotive-related associate's degree or Automotive Service Excellence Certification in emissions-related areas may substitute for one year of experience. Preferred Qualifications The ideal candidate will possess the following skills: Knowledge and experience with the State of Colorado laws that govern vehicle emissions Excellent time management and organization skills Excellent customer service and interpersonal skills Ability to effectively communicate both verbally and in writing Experience with engine performance and maintenance Proficient with Microsoft Office Suite (Word and Excel) and Google Apps (Drive, Docs, Sheets, Forms) DOR Required Skills and Competencies Competencies required for all DOR positions include good communication skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers. Conditions Of Employment With The CDOR Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
