Executive Director of School Safety & Strategic Operations Full-Time Year Round / At-will Position 2026-27 School Year Primary Function: Serving as the district's chief administrative leader for safety and strategic operations, this position provides executive leadership, strategic direction, and accountability for core non-instructional functions, including Safety & Security, Student Services, Pupil Accounting, Strategic Planning and Goals, Community Partnerships, and Public Information. The role is responsible for maintaining and enhancing comprehensive, trauma-informed safety systems while overseeing strategic operations, fostering organizational efficiency, strengthening community engagement, and advancing initiatives aligned with the district's mission, vision, and strategic priorities. Qualifications - Education & Experience:
- Master's degree or higher in Educational Leadership, School Administration, or a related field required; school administrator certification preferred.
- Previous central office experience preferred.
- Minimum of five years of school building leadership experience required, demonstrating deep understanding of building-level operations.
- Extensive, demonstrated experience leading K-12 school safety and security programs.
- Advanced expertise in Behavioral Threat Assessment and Management (NTAC model preferred) and Suicide Risk Assessment (CSSR-S model preferred).
- Demonstrated knowledge of trauma-informed practices, restorative practices, and social-emotional learning frameworks.
- Strong understanding of Emergency Operations Plans (EOPs), student discipline systems, and applicable safety laws, regulations, and codes, including ADA, Fire Code, Building Code, OSHA requirements, and mandatory drill compliance.
- Proven track record of fiscal management, multi-million-dollar budget oversight, and districtwide resource allocation.
- Such alternatives to the above qualifications as the Board may deem appropriate and acceptable.
- Provide executive leadership for the development, implementation, continuous evaluation, and annual revision of the district's Emergency Operations Plan (EOP) for multi-hazard emergencies and crises. Serve as a principal leader of the EOP team and ensure districtwide compliance, preparedness, training, and fidelity to all emergency protocols.
- Provide executive oversight and accountability for all district safety training programs. Ensure staff participation, implementation fidelity, and compliance in behavioral threat assessment, de-escalation strategies, warning sign recognition, trauma-informed practices, and emergency response procedures. Monitor effectiveness and compliance outcomes and recommend continuous improvements to the Superintendent.
- Establish and enforce clear lines of authority, accountability, performance expectations, and operational command within the district's safety and security function. Recruit, hire, train, supervise, evaluate, and hold accountable all security staff, School Resource Officers (SROs), and contracted safety personnel in alignment with district policy and professional standards.
- Serve as the district's executive authority for all safety technologies, physical security systems, surveillance platforms, weapon detection tools, and access control systems (e.g., Evolv, ZeroEyes, Navigate360, ALICE, GoGuardian, Nightlock, and transportation/campus camera systems). Ensure system effectiveness through implementation oversight, staff training, monitoring, and compliance management.
- Provide executive oversight of all state and local anonymous reporting systems (e.g., OK2Say), ensuring timely response, investigative follow-through, documentation, and adherence to district threat assessment protocols.
- Lead and facilitate the District Safety Committee and Parent Safety Subcommittee to ensure ongoing stakeholder engagement, transparency, and continuous improvement of district safety systems and practices.
- Provide executive leadership, in collaboration with Administration and Student Services, for the development, implementation, and monitoring of student discipline systems grounded in progressive, trauma-informed practices. Ensure consistent application, legal compliance, and alignment across all schools and programs.
- Oversee the administration and continuous improvement of student discipline processes, including supervision of the Discipline Tribunal and oversight of all updates to the Code of Conduct. Ensure procedural integrity, consistency, and compliance with Board policy and State law.
- Serve as the district's executive liaison to local, state, and federal law enforcement, the County Sheriff, local police departments, emergency management agencies, and the Juvenile Justice System. Coordinate interagency collaboration, communication, and response protocols to support safety, compliance, and student well-being.
- Provide executive leadership and accountability for core non-instructional operations, including Safety & Security, Student Services, Pupil Accounting, Strategic Planning and Goal Monitoring, Community Partnerships, and Public Information.
- Provide executive oversight of all foreign exchange student programs, including application, vetting, approval, and monitoring of exchange agencies and international students. Ensure compliance with all state, federal, and district requirements, including visa and immunization regulations, and coordinate building-level supports for student transition and integration.
- Oversee Central Enrollment operations, including student records management, foster care coordination, student transfers, immunization compliance, and Schools of Choice processes.
- Supervise and audit pupil accounting functions, including Section 24, Section 53, and homebound/hospitalized services. Ensure accuracy, compliance, and adherence to all state reporting requirements.
- Oversee student health compliance systems, including immunization tracking, medical recordkeeping, and districtwide health preparedness initiatives such as CPR certification, diabetes protocols, and building emergency response plans.
- Provide executive leadership for the development and cultivation of strategic partnerships with community organizations, governmental agencies, businesses, higher education institutions, and civic partners to advance district priorities and student opportunities.
- Provide executive oversight of district public information functions, including Freedom of Information Act (FOIA) requests, public records compliance, and external stakeholder inquiries. Ensure all responses are timely, accurate, legally compliant, and aligned with district policy and state requirements.
- Oversee stakeholder engagement processes related to district operations, safety, and partnerships, ensuring effective communication and coordination across diverse internal and external constituencies.
- Provide executive oversight of the Charter Schools Authorization Office, ensuring compliance, communication, and coordination with authorized charter boards and leadership teams. Represent the district in charter-related meetings and governance processes.
- Ensure timely and accurate financial, operational, and compliance reporting from charter academies to the district Finance Department and other appropriate district offices. Coordinate with legal counsel as needed to ensure compliance with all statutory and contractual obligations.
- Ensure adherence to all Board policies, district procedures, and administrative guidelines.
- Maintain regular and predictable attendance.
- Advance and support the vision, mission, strategic goals, and values of Oxford Community Schools.
- Perform other duties and responsibilities as assigned by the Superintendent.
