Instrument & Controls Supervisor

The Instrument & Controls (I&C) Engineering Supervisor reports to the Facilities Engineering Manager and supervises a team of I&C Engineers within the Freeport LNG Engineering Team. This role provides organization and technical leadership. In addition, the position acts as the subject matter expert for instrumentation, equipment controls and valve/actuator assemblies to allow for safe, reliable, and efficient plant operations. The position is ultimately accountable for specifying instrumentation and equipment controls to support proper operation of the equipment and the facility. The I&C Supervisor partners closely with the Operations, Maintenance and Projects teams to troubleshoot hardware and software issues, to provide technical support and ensure compliance with corporate standards, industry codes, and regulatory requirements. The role also acts as the Technical Authority for instrumentation and controls design reviews, Management of Change (MOC) processes, and development of sustainable processes/procedures to sustain safe and reliable operations. Location/Travel Information This position is currently based in Freeport, TX, with plans to relocate to our headquarters in Downtown Houston in Q2 2026. It will also require frequent travel to company facilities in Freeport and other off-site locations as needed. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job. Primary Duties and Responsibilities/Essential Functions Supervise, mentor, and coach a team of I&C Engineers. This includes overseeing both Senior and Junior Engineers to ensure technical accuracy and professional development. Provide technical guidance, set priorities, and support professional development. Serve as Subject Matter Expert (SME) for instrumentation, PLC, valve and actuator assemblies, fire & gas, and related control systems. Oversee development and review of maintenance procedures for instrumentation and equipment controls. Conduct Root Cause Analysis (RCA) regarding loss production event investigations related to I&C. Lead the alarm management process which includes interfacing with operations and process engineering to provide a healthy alarm management program. Participate in HAZOP, HAZID, and Process Hazard Analysis reviews. Define, review, and approve instrumentation and equipment control scope for large capital, MOC, and small cap/brownfield projects. Provide technical oversight for deliverables such as instrument specifications, automation and valve/actuator design. Approve detailed instrument/control design drawings and specification sheets. Resolve instrumentation and design issues identified during operation and post-startup. Support Turnaround preparation and execution to deliver a safe and reliable outcome. Ensure compliance with all applicable codes, standards, and regulations (e.g., OSHA, FERC, DOT/PHMSA, TCEQ). Maintain accurate Process Safety Information, including instrumentation and equipment documentation (PI&D’s, Cause and Effects etc.). As required, support development and enforcement of corporate/site standards, procedures, and cybersecurity requirements. Stay current with emerging technologies, industry best practices, and RAGAGEP requirements. Support HS&E policies and Management of Change processes. Perform inspections and audits to ensure safe operating conditions. Carry out other responsibilities as assigned by the Facilities Engineering Manager or VP of Engineering. Minimum Qualifications/Work Experience Bachelor’s degree in a relevant engineering field, such as electrical engineering, electronics engineering, or automation engineering. Experience 15+ years of experience in instrumentation, automation, or electrical controls in LNG, petrochemical, or related heavy process industries. Hands‑on expertise in various instrumentation types, valve assemblies, ESD systems, PLCs, and Fire & Gas systems. Minimum of 8 years in plant I&C experience. Demonstrated leadership or supervisory experience. Preferred Qualifications Master’s degree in automation, instrumentation, or Electrical Engineering (ABET‑accredited). 20+ years of instrumentation experience in a plant production setting specific to Petrochemical, Refining and/or LNG facilities. Functional Safety Professional (FSP) or Certified Functional Safety Expert (CFSE). Licensed Professional Engineer (PE) in the State of Texas. 7+ years’ experience with Honeywell DCS platforms. Required Knowledge/Skills/Abilities Strong leadership, delegation, and mentoring skills. Excellent troubleshooting, analytical, and organizational abilities. Effective communicator with strong interpersonal and conflict resolution skills. Proficiency with MS Office and CMMS (SAP PM or equivalent). Familiarity with control system cybersecurity standards. Ability to work independently with minimal supervision while prioritizing multiple demands. Experience with on Honeywell Experion, Safety Manager and various PLCs or equivalent Safety and distributed control systems. Possess strong organizational and time management skills. Ability to prioritize in order to meet deadlines. Possesses knowledge of engineering fundamentals in a particular discipline. Possesses basic knowledge of cross‑functional project execution. Must be able to wear all necessary PPE equipment to perform job functions. Operates in a professional office environment within or outside of an industrial plant environment. Possible exposure to indoor and outdoor weather conditions. Possible exposure to hot, cold, wet, humid or windy weather conditions. Possible exposure to moving mechanical parts and electrical circuits. Possible exposure to constant, or intermittent sounds of a pitch level sufficient to cause marked distraction. Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios. Physical Demands Ability to drive to other Company work locations as required. Ability to move throughout all areas of the facility. Stand and/or sit continuously and perform job functions for a full shift. The incumbent is required to use hands to finger, handle or feel; and reach with hands and arms. Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle and move items weighing up to 20 lbs. without assistance. Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this role, the incumbent will be required to talk and hear. May be required to enter confined spaces. May be required to work at elevated heights.
