Position Purpose:

The Child Advocacy Center (CAC) Director provides strategic, operational, financial, and programmatic leadership for Aviva Health’s Child Advocacy Center. The Director is responsible for ensuring the delivery of trauma-informed, child-centered, multidisciplinary services for children and families impacted by abuse, neglect, exploitation, violence, and other adverse experiences.

The Director leads the development and operation of a nationally accredited Child Advocacy Center and serves as the primary liaison between Aviva Health and community partners including law enforcement, child welfare, medical providers, mental health providers, prosecutors, victim advocates, schools, and community organizations.

This position oversees all CAC staff, programs, grants, accreditation activities, quality improvement initiatives, and multidisciplinary team (MDT) coordination while ensuring compliance with state, federal, and accreditation standards.

Essential Functions:

• Develop and implement the CAC’s strategic plan, goals, and annual objectives.
• Lead efforts to achieve and maintain accreditation through the National Children’s Alliance (NCA).
  
• Identify opportunities to expand services and improve outcomes for children and families.
• Represent the CAC within local, regional, and statewide child abuse intervention and prevention and response initiatives.
• Actively participate in quarterly OCAS membership meetings and as needed outside of the membership meetings
• Promote community awareness regarding child abuse intervention and prevention, and recovery.
• Develop and maintain Memorandums of Understanding (MOUs) with partner agencies.
• Foster collaboration among law enforcement agencies, Oregon Department of Human Services Child Welfare, District Attorney's Office, Medical and Behavioral Health Providers.
• Direct daily operations of the Child Advocacy Center including forensic interviews, medical evaluations, family advocacy services, mental health referrals and treatment coordination, victim support services, case tracking and outcomes reporting.
• Ensure services are delivered in a child-friendly, culturally responsive, trauma-informed environment.
• Develop and manage annual operating budgets.
• Identify and pursue grant opportunities and funding partnerships.
• Work collaboratively with Aviva Health leadership on budget planning and resource allocation.
• Oversee grant applications, reporting requirements, and compliance activities.
• Monitor financial performance and ensure fiscal sustainability.
• Serve as spokesperson and ambassador for the CAC.
• Participate in public education, fundraising, and awareness events.
• Prepare reports and presentations for leadership, boards, grantors, and community stakeholders.

Qualifications:

• Bachelor's degree in psychology, social work, criminal justice, human services, or related field. Master's degree preferred. 
• Minimum five (5) years of progressively responsible leadership experience.
• Eperience working with child welfare, child abuse investigations, victim services, behavioral health, healthcare, or criminal justice systems.
• Experience managing programs, budgets, and personnel.
• Minimum three (3) years of supervisory experience.
