HVAC Technician
The HVAC Technician installs, inspects, operates, maintains, troubleshoots, and repairs heating, ventilation, air-conditioning, refrigeration, hydronic, steam, chilled-water, and related building systems throughout the District.
The position independently responds to preventive-maintenance assignments, work orders, equipment failures, and emergencies at multiple facilities. Driving is an essential function and continuing condition of employment.
The HVAC Technician:
- Inspects, diagnoses, maintains, repairs, replaces, and, when assigned, installs commercial HVAC and refrigeration equipment, including rooftop units, air handlers, unit ventilators, furnaces, boilers, chillers, cooling towers, pumps, motors, compressors, condensers, evaporators, and exhaust systems.
- Performs scheduled preventive maintenance and responds promptly to equipment failures, temperature concerns, indoor-air-quality issues, and building emergencies.
- Maintains and troubleshoots hydronic, chilled-water, and steam systems, including pumps, piping, valves, strainers, traps, and associated components.
- Troubleshoots variable-frequency drives, thermostats, sensors, actuators, dampers, relays, contactors, safeties, control circuits, and other controls directly associated with HVAC equipment and within the employee's qualifications and applicable trade jurisdiction.
- Operates, monitors, troubleshoots, and makes authorized adjustments through District building-automation, energy-management, and HVAC control systems.
- Recover, recycle, charge, and handle refrigerants; perform leak detection and repairs; inspect related detection systems; and maintain required records in accordance with EPA requirements.
- Installs, maintains, and repairs piping and tubing integral to HVAC and refrigeration systems using approved materials, methods, and tools within the employee's qualifications and applicable trade jurisdiction.
- Reads and interprets blueprints, schematics, control diagrams, specifications, manuals, submittals, and technical instructions.
- Independently uses District technology, including FMX, email, mobile devices, work-order, inventory, and building-control systems. Work is not complete until the diagnosis, corrective action, labor, materials, parts, equipment status, and required follow-up are accurately documented.
- Maintains accurate parts, refrigerant, filter, tool, supply, and equipment inventory records; identifies stock needs; and assists with authorized requisitions, estimates, and material planning.
- Safely operates and cares for District vehicles, tools, lifts, ladders, meters, recovery equipment, and other assigned equipment; follows all required safety procedures and immediately reports accidents, damage, defects, citations, or safety concerns.
- Coordinates with the craft foreman, other skilled trades, custodial employees, administrators, contractors, inspectors, and building personnel, and responds to authorized emergency call-outs and overtime.
Required Qualifications:
- High school diploma or recognized equivalent.
- Certificate of completion of an apprenticeship program in the trade from an accredited trade school, or ten years of full-time working experience in the work of the trade immediately before employment by the District, as required by the collective bargaining agreement.
- Current EPA Section 608 Universal Technician Certification, maintained throughout employment.
- Possession and continued maintenance of all current licenses, registrations, permits, and certifications required for the practice of the trade in the City of Youngstown and by applicable city, county, state, or federal law, regulation, or rule.
- Demonstrated ability to diagnose and service commercial HVAC systems and independently use the technology, technical documents, work-order, inventory, and building-control systems required for the position.
- Valid driver's license and continued eligibility to operate District vehicles under District and automobile-insurance requirements.
- Successful completion of all applicable pre-employment requirements, including a criminal background check and District-required drug screening.
- Ability to work independently, prioritize assignments at multiple facilities, communicate professionally, and respond appropriately to changing building and emergency needs.
- Successful completion of any required Civil Service procedures and all applicable hiring or referral procedures associated with Local 396.
- Successful completion of the 90-day probationary period and compliance with applicable union-membership provisions of the collective bargaining agreement.
- Five or more years of recent commercial or institutional HVAC experience in a multi-building environment is preferred.
Driver and District Vehicle Requirements:
- Driving is an essential function and continuing condition of employment.
- The employee must possess and continuously maintain a valid driver's license and a driving record that satisfies District and automobile-insurance eligibility requirements and must immediately report any circumstance that could affect that eligibility.
- Daily travel among District locations is required. A District vehicle is provided for authorized District business during working hours and is not a take-home vehicle unless expressly authorized.
- Failure to maintain legal and insurance eligibility to operate a District vehicle may render the employee unable to perform essential functions and may result in discipline, up to and including termination, consistent with applicable law and the collective bargaining agreement.
Physical Demands and Working Conditions:
- With or without reasonable accommodation, the employee must be able to:
- Frequently stand, walk, bend, stoop, kneel, crouch, crawl, reach, push, pull, climb, and maintain balance while performing skilled-trade work in mechanical rooms, tunnels, crawl spaces, ceilings, rooftops, and other restricted locations.
- Safely climb and work from ladders, lifts, scaffolds, rooftops, and elevated work areas.
- Lift, carry, move, and position tools, parts, and materials weighing up to 50 pounds independently and handle heavier equipment with assistance or appropriate mechanical devices.
- Use required tools, equipment, computers, and controls; work indoors and outdoors in varying weather and environmental conditions and around mechanical and electrical equipment, chemicals, refrigerants, combustion equipment, and pressurized systems; and wear required personal protective equipment.
District Policies and Other Conditions of Employment:
- The employee must comply with all Board policies, administrative guidelines, departmental procedures, recognized work rules, safety and technology requirements, attendance and call-off procedures, vehicle-use requirements, and other District expectations.
- Following employment, drug and alcohol testing will be administered in accordance with the collective bargaining agreement, Board policy, and applicable law.
- Work assignments may be issued by the craft foreman or directly by the District. Duties must remain within the employee's qualifications and applicable trade jurisdiction; work outside that jurisdiction must be coordinated with the appropriate District trade.
- Regular and reliable attendance, punctuality, professional conduct, safe work practices, and accurate documentation are essential expectations.
Other Duties as Assigned:
Performs other duties as assigned by the Superintendent, Business Manager, Maintenance Coordinator, Department Head, or designee, consistent with applicable law, Board policy, the collective bargaining agreement, and recognized craft jurisdiction.
