Summary The Office of Inspector General (OIG) is an independent office within the Department of Agriculture whose mission is to ensure economy, efficiency, and integrity in the U.S. Department of Agriculture (USDA) programs and operations through the successful execution of audits, investigations, and reviews. Responsibilities Works as a member of a team to perform a variety of technical auditing engagements that are structured to provide the incumbent with experience in the application of auditing principles, procedures, and techniques. Conducts research and gathers information through observation, interview, record review, and other available sources (i.e. applicable laws, directives, manuals etc.). Tests and analyzes data to verify that it is complete, applicable, and sufficient to meet objectives of the audit test procedure or the audit engagement in general. Summarizes data to identify patterns, trends, recurrences and prevalence. Applies sound auditor judgment and develops findings that are supported by evidence and makes recommendations for corrective action(s) that are viable. Identifies and reports any unusual or questionable accounting or program practices, procedures, or operations. Prepares clear and concise audit documentation, audit products, and other written/electronic products, and assists the lead auditor in writing segments of draft and final audit reports. Effectively plans and prioritizes individual workday to remain actively engaged and works to meet task assignment completion timeframes. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Individual Occupational Requirement: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. or Combination of education and experience: at least 4 years of experience in Performance/Financial Auditing, or an equivalent combination of performance/financial auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. In Addition to the IOR above you must meet the Specialized Experience below for the respective grade: SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 specialized experience is defined as knowledge and skill sufficient to analyze accounting systems or modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems; and/or develop or modify methods and techniques to resolve a variety of auditing problems. SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 writing, editing, and formatting: audit reports in accordance with Generally Accepted Government Auditing Standards (GAGAS); Inspections and Evaluations in accordance with the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation; reports to Congress, speeches, congressional testimony and briefing papers; policy and procedure manuals; and organizational documents 2) preparing a variety of presentations, charts, and developing visual aids for use in meetings and briefings; and 3) utilizing various computer systems and software applications to complete assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS (GS-11): Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
