JOB SUMMARY:
Under theoversightof thePlantOperations Manager,thePlantSupervisor oversees all aspects of outside plant facilities operations, including managing the installationtoreplacement/removalsofcable facilities,customerservices, access equipment,customerpremiseequipment(CPE), andworks withthe MSPSupervisoras need to assist withkeysystems.Directs installation, maintenance and repairs/removalsof buildings and generators in service areas.Reviews and evaluates trouble reports,determinesproper responseschedules,and assigns staff accordingly.Inspects, verifies, and documents conditions and maintenance requirements/investments of property surroundingbuildings and facilities.Trains and assesses staffcompetenciesregardingRural Utilities Service(RUS)specifications, safety procedures, and preventive maintenance operations. Documents and makesrecommendationsonimprovements togrounds, facilities,and equipment.Evaluates condition of companyequipment, tools, and supplies,reports,and makes recommendationson relatedpurchases (upgrades/repairs, restocking, replacements).Work-relatedtravel is expected in thispositionasnecessary.Oversees the construction crew and third-party construction vendors ensuringefficientuse ofproject materials, quality, and accuracy are to Company specifications.This position mayperform all related job functions when necessary.
ESSENTIAL DUTIES,RESPONSIBILITIES AND EXPECTATIONS:
1. Personnel Staffing and Supervision:
a. Manage and schedule staffprojects and assignments,monitorworkloadand department coverage.
b. Supervise assigned direct reports on attendance, tardiness, knowledge,skills,and abilities for task performance.
c. Coordinate and / or deliver jobtrainingon industry related functions and use of materials/equipment. Maintain training recordsof dates, participants, and schedule training updates tomaintainknowledge/skills and any related license or certifications.
d. Observe,inspect,and discuss employee performance.
* Provide praise and recognition when appropriate.
* Redirect and coach as needed for improved performance and task execution.
* Continuous review of technical staffsworkresults and practices, assessingquality control, safety, compliance, and best practices.
* Document accordingly. Draft andfinalizeperformance reviews as scheduled for each individual employee. Present performance review information, discuss, gather employee input and team on planning next steps for improvement and/or continuing work performance levels.
e. Research and broaden knowledge and skills oncurrent technology and developments affecting outside plant procedures, in preparation for guiding the departments staff work efforts, and practices.
f. Managetheon-call rotation schedule,monitorpatterns ofcallouts, and respond to outside plant emergencies asrequired.
g. Offer recommendationsto management onhiring, terminations,and pay adjustments;however,this role does not make the final determination.
2. Construction and Installations:
a. Review plans and work orders.
b. Verify materialsrequiredfor projects, and delivery expectations.
c. Supervise staff and contracted crews during construction, staking, route planning, splicing, installing, turn upsand testing of new plant facilities.Activelyparticipateand contribute to process and associated duties when necessary and as timepermits.
d. Verify work performed and ensureaccuracy, andqualityofinstallations.
e. Supervise staff operatinglight andheavy-dutyconstruction equipment. As needed,maintain, andoperateequipment.
3. Project Workorders andDocumentation:
a. Review workorder expectations, record materials and investments in projects and completion date / status on workorder closeouts.
b. Team with Engineering andAccountingstaffto ensuredetails andaccuracyare reported. Review and address needed revisions/edits accordingly.
4. Facilities Development and Growth:
a. Team with the Engineering staff,Regional Manager, andPlantOperations Managerto assess facilityneeds andimprovements.
b. Contribute to planning process forfuture growth of new/upgradedcablefacilities.
c. Provide input and data forbudgetary planning and costanalysesprocess.
5. Safety:
a. Overseetheday-to-day safetypractices implemented bycrew members, and assess formaintaininglimited risks, exposures, and near miss incidents.
b. Communicate and team withthe Safety, Fleet and BuildingsCoordinatorfor guidance, training programs, access/use of PPE, and incident reporting and work site inspections.
c. Ensure public safety precautionsand practices are implemented andmaintainedat/around each work location.
d. Perform site inspectionstomonitorand ensure thatequipment, processes,and proceduresare aligned with safety expectations, and best practices.
6. Meetingandmaintainingcompliance with local,state,and federal regulations across all areas of this rolesfunctionsarean expectation and key objective.

8. Perform variousotherDataNetworkrelated functions andduties asassigned.
MINIMUM QUALIFICATIONS (EXPERIENCE/EDUCATION):(A combination of demonstrable years experience and applicable alternativetraining(s) may be considered in lieu of the following qualifications).
a. Successful completion of aVocational or Technical trainingprogram or any otherindustry related trainingprogramis consideredequivalent. (Or5yearsof successful industry related experience in a similar role.)
b. 5yearsof workexperienceperformingbroadband and/or othertelecommunications relatedservicefunctions.
c. A valid, state-issued, and insurabledrivers license.
Preferred: Completion of one or more of the following certifications:
Class A CDL TowerCertification PoleCertification
Successful completion of an associate degreein Electronics, Telecommunications,and/or Construction.
NOTE:The Dubois Division is a working Supervisor whois required tohaveaClass A CDL, Tower Certification and Pole Certification.

5. Administrative / General Office Equipment Operation: Efficiently use common office equipment (computer, digital camera, scanner, fax machine, copier, phone).Identifyoperational problems with common equipment anddetermineresolution.Repair and upgrade office and/ortechnicalequipment.
6. Equipment Operation: Intermediate skills with operation of hand tools, industry equipment and materials, and testing equipment and systems,totroubleshoot and perform repairs and installations.Must have the ability to differentiatebetween colors.
7. Oral ComprehensionandExpression: The ability to listen/understand information/ideas presented through spoken words and sentences, paired with the ability to communicate information/ideas in speaking so others will understand.

PHYSICAL DEMANDSANDWORKING CONDITIONS:
This role performs assigned work duties within a general office environmentand outdoors. Employeesmaybe occasionallyexposed to changingweather conditions orcontaminants.Other functions and demands, include the following:
a. This role will perform work functions in an outdoor environment and may not be protected from weather conditions during performance of those functions.
b. This role will perform work in field settings, which require continuous standing and walking for extended periods.
c. The employee will be exposed tomoderately highnoise levels: Therearesufficient noise levels that require shoutingtobe heard above the noise level.
d. Attimesthis role will sitand/orstand at an office desk for multiple hours depending on the demands of the job.
e. Exposure to Hazards: This role can be exposed to a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current(s), performing work on scaffolding and in elevated places, or exposure to chemicals in the workplace. Exposure to dust, dirt, contaminants,fumes,and wetness may occur during normal working conditions.
f. Employees arefrequentlyrequired to work in crawl spaces, shafts,trenches,manholes, and other areas that could cause claustrophobia.
g. Frequent use of technology, computers, devices, keyboards, etc. (Repetitive hand motion and typing like functions)
h. Hearing, listening, talking, standing, walking, bending, stooping, reaching, kneeling, squatting, balancing, pushing/pulling, crouching, and climbing stairs are all expectations of this role, although some of these functions may be more seldom performed than others.
i. Must follow all safety policies / procedures and always useappropriate personalprotective equipment (PPE).
j. Must be able to lift 100pounds at times.
k. Must be able to access and navigate each department at the organizations facilities.
