About This Role The Operations Quality Lead II at QISG will lead a pursuit or quality project team in developing a project‑specific Quality Management Plan (QMP). Working closely with Quality Leads, Quality Managers, Pursuit team leads, Project Managers, and Construction Managers, the role will monitor and oversee project quality activities for QISG’s projects. Responsibilities include writing narratives for proposals, quality management plans, and creating contract‑required quality documents/forms. Guidance will also be provided to Quality Leads in their duties. What You’ll Do In the pursuit phase, incorporate established quality requirements for design‑build and EPC projects into quality plans, identifying appropriate standards, guidelines, and checklists for implementation. Review procurement and material management procedures for internal surveillance of EPC‑contracted equipment and materials. Assist in developing project‑specific audit plans, including scheduling, documentation, and resource requirements. During the planning phase, work with project management teams to finalize QMPs after award. Monitor pursuit and planning procedures in line with QMS requirements. Participate in systematic and independent examinations/audits. Ensure that contract‑specified Factory Acceptance Testing, QA/QC testing, monitoring, and records documentation are incorporated into the project quality plans and activities. Verify that identified issues causing deviations from plans have corrective action plans completed. Perform audits of Quanta Operation Units or subcontractor procedures and quality records for compliance. Assist senior level quality managers with the maintenance of the overall QMS and templates for project‑specific QMPs. Provide internal and external metric reporting on quality objectives, related activities, issues, and corrective actions. In the pursuit phase, interact with Quanta Operation Units to ensure quality obligations, requirements, and documents are met. Participate in quality‑related discussions during project kick‑off meetings. Recommend procedural improvements and best practices based on audit results, experiences, and lessons learned, aligned with the QMS. Adhere to internal standards, policies, and procedures. Perform special projects and other job‑related duties as assigned. What You’ll Bring Associate’s degree in a relevant field or a minimum of four years of experience in quality assurance or a related field. Advanced understanding of quality inspections, audits, and quality programs. Familiarity with safety requirements and environmental considerations. Experience in surveillance oversight programs. Advanced knowledge of quality assurance processes. Comprehensive understanding of equipment and material specifications and testing requirements. Basic understanding of critical‑path scheduling. Experience supervising or leading an inspection or management team. Experience creating Quality Management Plans, processes, and procedures. 10‑hour OSHA certification. Bachelor’s degree in a relevant field (construction management sciences, electrical or civil engineering) or an equivalent combination of education, training, and experience. 10‑ and 30‑hour OSHA certification. Two years of experience in pursuit and marketing of EPC, Design‑Build, or CMAR projects. Two years of experience performing engineering design quality management, surveillance monitoring of equipment or materials production facilities, or construction quality management in the power delivery space. Certifications such as Certified Internal Auditor (CIA) and Certified Professional Auditor (CQA). Certifications in civil and electrical inspection, testing, welding inspection, structural bolting, testing, and commissioning. Technical experience related to design, construction, and related procurement requirements. Advanced writing skills using Microsoft Word, Bluebeam, or similar software packages. Advanced construction technique, testing, standards compliance, experience. Solid understanding of equipment and material specifications and testing requirements at manufacturer facilities. Critical thinking skills and strong attention to detail. Strong organizational and planning skills. Good communication skills with strong interpersonal and team‑working abilities. Experience or exposure in implementing inspection and testing programs for civil, earthwork, power delivery, and water/wastewater scoped work (desired). Compensation Range The anticipated compensation for this position is USD $93,200.00 per year up to USD $126,000.00 per year, depending on experience and qualifications.
