Job Description
The successful candidate will serve as a Director of Project Management reporting to Public Safety & Emergency Management Programs Unit. The Director will manage a group responsible for the delivery of programs encompassing application development, COTS, infrastructure, network, security, or a combination of each of these types of projects, in addition to providing senior level management support to the project delivery team and support functions.

Responsibilities will include:
- Manage the delivery of Public Safety Programs portfolio, which consists of large and complex projects in support of NYCs public safety emergency communications
- Manage the delivery of solutions across all projects in the program, from plan to deployment on time and within budget while maintaining high quality
- Manage across multiple disciplines including systems architecture, large systems integration, operations, financial and contract management and reporting
- Support implementation of strong Project Management governance with timely, accurate and transparent project reporting; lead weekly reviews of project status, risks and issues, facilitate mitigation and resolution, and implement project performance metrics to measure success
- Oversee the development of release plans, securing acceptance from business owners and stakeholders and overseeing the release life-cycle process
- Support and collaborate with Requirements, Test and Integration management to validate users’ needs and ensure delivery is compliant with the architecture and consistent with quality standards set for the program
- Work with Integration Management and Program Contributors to develop and execute a roadmap for PSAC I / II fit out and systems implementation that meets strategic business and technical objectives
- Hands on approach in day-to-day supervision of Project Managers for project estimating, charter development and scope adherence, schedule and budget management
- Cultivate business owner and stakeholder relationships, managing cross project activities and relations, to ensure their business requirements are met and maximum organizational capabilities delivered
- Resolve and analyze issues and interests, identifying areas of agreement, facilitating consensus to prioritize business and stakeholder needs aligned to program objectives
- Project Management Office reporting, provide timely and accurate reporting for internal and external consumption
- Project Management Office policies and procedures, create, edit, update for Public Safety Program Staff, Project Management Support and Control for Public Safety Programs, complete interviews, hiring, on-boarding and work assignments
- Lead and coach project teams and individuals; tasks and standards, complete for direct reports including reviews; develop and mentor staff
- Manage special projects and initiatives assigned.

HOURS/SHIFT
Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

COMPUTER SYSTEMS MANAGER - 1005D

Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
