Emergency Services Data Analyst

Self-Help Enterprises (SHE) is seeking a detail-oriented and analytical professional to join our Emergency Services team. In this role, you will help maintain reliable program data, develop reports and dashboards, identify trends and data-quality issues, and provide staff with the tools and information needed to monitor services, meet reporting requirements, and make informed decisions.

Responsibilities:

In this position, you may:

  • Collect, organize, maintain, and analyze program and participant data across departmental databases and systems, ensuring accuracy, consistency, completeness, and accessibility.
  • Design, develop, and maintain databases, data integrations, ETL processes, and other data systems that support program operations, reporting, and analysis.
  • Develop and maintain dashboards, reports, and data-visualization tools using platforms such as Power BI and Excel to communicate program performance and outcomes.
  • Conduct routine and comprehensive data audits to identify missing information, inaccurate fields, incorrect statuses, and other record-keeping gaps; work with program staff to correct issues and prevent recurrence.
  • Establish and support data-quality assurance and governance practices that promote the accuracy, integrity, consistency, and appropriate security of departmental data.
  • Extract and analyze program data to identify trends, service gaps, risks, and opportunities for improvement, and communicate findings clearly to staff and leadership.
  • Conduct spatial and GIS analysis using ArcGIS to support program planning, service delivery, regulatory compliance, and strategic decision-making.
  • Prepare data and reports in accordance with grant, contract, funder, and regulatory requirements, including applicable state and federal reporting standards.
  • Support the development of key performance indicators, outcome measures, forecasting analyses, and other evaluation tools used to assess and strengthen departmental programs.
  • Develop and implement automated solutions for recurring data, workflow, and reporting processes using tools such as Power Automate and Power Apps.
  • Support data projects involving system migrations, integrations, APIs, process improvements, and implementing new data tools and solutions.
  • Develop and maintain data dictionaries, user guides, system documentation, procedures, and training materials to promote consistent data practices and understanding across the department.
  • Provide technical assistance and troubleshoot data discrepancies, reporting challenges, and system issues, coordinating or escalating more complex matters when needed.
  • Develop and deliver training sessions and workshops to help staff use departmental data systems, reports, dashboards, and other tools effectively.
  • Collaborate with program staff, department leadership, community partners, funding agencies, and other stakeholders to identify data needs and develop practical solutions.
  • Provide data-informed recommendations and technical guidance to support departmental planning, program evaluation, compliance, and decision-making.

Must Haves

The ideal candidate will bring a combination of the following:

  • Experience collecting, maintaining, validating, analyzing, or reporting data.
  • Strong attention to detail and a commitment to data accuracy and integrity.
  • Experience using Excel and data-visualization or reporting tools such as Power BI.
  • Ability to identify data discrepancies, investigate their causes, and develop practical solutions.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to manage multiple priorities and data projects in a fast-paced environment.
  • Ability to explain data, systems, and technical concepts clearly to nontechnical audiences.
  • Strong written and verbal communication skills.
  • Ability to collaborate effectively with program staff, leadership, partners, and funding agencies.
  • Experience with databases, ETL processes, ArcGIS, Power Automate, Power Apps, APIs, or data-governance practices is desirable and may be required for the higher-level classifications.
  • Knowledge of grant, contract, regulatory, state, or federal reporting requirements is highly desirable.
