Brief Description

SABG is hiring a Project Programmer to support Engineering Support Services for the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base (SSFB), Colorado Springs, Colorado.

Travel: Minimal to none. This position is performed on-site at Schriever Space Force Base.

This position is contingent upon contract award.

JOB TITLE: Project Programmer

• Provide non-personal engineering support for Facilities Sustainment Restoration & Modernization (FSRM), Military Construction (MILCON), Project Planning & Program Development, Engineering/Requirement Definition, and the Planning & Execution of In-House Facilities Projects.
• Deliver project programming products that conform to Air Force Civil Engineer Center (AFCEC) business rules and policies, as evidenced by Government reviews with no willful or repeated noncompliance findings.
• Support the work order review board and other project information meetings by providing required project data and updates in time for weekly sessions.
• Complete programming actions for FSRM, NRG, MILCON, NAF, and ERCIP projects in accordance with USAF/USSF programming rules, Unified Facilities Criteria (UFCs), and Department of the Air Force Instructions (DAFIs), and document those actions in NexGen IT.
• Obtain, validate, and document project requirements from requirements owners, engineers, shops, and other stakeholders prior to programming so that approved programming packages accurately reflect scope, constraints, and mission needs.
• Produce a PACES-based parametric cost estimate and written basis of estimate for each programmed project within 3-4 weeks of assignment, accounting for local market conditions and restricted-area work.
• Program up to 15 projects annually in compliance with applicable rules, incorporating user requirements, updating applicable databases, generating documentation, determining appropriate execution method, and gaining project approval.
• Produce and input programming requirements into the Comprehensive Planning Platform (CPP) based on project scope requirements.
• Prepare programming documents such as DD Form 1391 to gain approval from appropriate government personnel, locally or through the AFCEC Project Authorization Tool.
• Log in and review projects within NexGen IT on a daily basis.
• Review AFCAMP timelines and deadlines for the project execution process on a monthly basis.
• Compile a Project Requirements List for units on Schriever Space Force Base at the start of each new fiscal year.
• Prepare and submit Advocacy Slides annually as required by IMSC and AFCAMP timelines.
• Create and update the BCAMP/Integrated Priority List (IPL) annually as directed by the Government's Authorized Representative.
• Support annual project validation activities in accordance with AFCAMP timelines.
• Submit HHQ Project Authorization Tool (PAT) packages for projects requiring higher headquarters approval, dependent on project cost thresholds.
• Create Comprehensive Planning Platform (CPP) entries in accordance with AFCAMP business rules and the CPP user guide, including entries for projects exceeding $5M within 5 business days.

SUPERVISION: This position has no supervisory responsibilities.

Education And Experience

• Bachelor's degree in engineering or architecture and at least 5 years of experience as a facility design engineer or construction project manager; or a minimum of 5 years of experience in DoD/DoW project programming and development of programming documents (e.g., DD Form 1391).
• Comprehensive knowledge of engineering principles and analytical techniques supporting civil engineering disciplines.
• Demonstrated ability to follow established project-related procedures and successfully complete established project milestones.
• Working knowledge of AFCEC business rules, Air Force/Space Force programming guidance, UFCs, and DAFIs.
• Experience with NexGen IT, the Comprehensive Planning Platform (CPP), and PACES parametric cost estimating tools preferred.

Computer Skills

• Skills in operating a personal computer and standard office equipment.
• Must have proficiency in a variety of computer software applications in word processing, spreadsheets, and database (MS Office: Word, Excel, PowerPoint, Outlook).
• Proficiency with NexGen IT and the Comprehensive Planning Platform (CPP) preferred.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations, including parametric cost estimating.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.

SALARY RANGE: $90,000-$130,000
