Job Overview MANAGER, COURT FACILITIES – State of Maine Judicial Branch. Location: Lewiston District Court, Androscoggin County. The Manager of Court Facilities reports to the Director of Court Facilities and oversees the day‑to‑day operations of all State of Maine judicial facilities, supervising Facility Engineers and coordinating with procurement, finance, security and court operations. Salary: Salary grade 19 – $81,910.40 to $105,040.00 annually. Responsibilities Supervise Facility Engineers, building managers and vendor staff. Create and manage maintenance programs, including service contract requirements. Provide direct building maintenance, problem response, and emergency response. Conduct periodic building inspections and ensure compliance with statutes, rules and codes. Oversee renovation projects and manage construction records. Assist in developing and administering capital, major project and maintenance & operational budgets. Work closely with finance, procurement, OIT, security and court operations departments on purchases. Engage landlords, county administration and court facility owners to maintain facilities. Develop and maintain sustainability, energy‑management and data‑recording plans. Oversee vendor contracts and bidding processes, including RFP development. Monitor and manage energy‑management system settings, where applicable. Review and manage compliance with OSHA, ADA, building and fire safety codes. Lead construction teams for renovation projects. Prepare reports and maintain documentation of maintenance history, contracts and blueprints. Assist in preparing the Facilities Work Plan and budget segments related to facility construction, maintenance, leases, capital and major project purchases. Collaborate with the State Judicial Marshals on security and disaster‑recovery improvements. Qualifications Graduation from an accredited four‑year college with a degree in Engineering, Project Management, Facilities Maintenance, Building Construction Technology or related field. Directly related professional experience may substitute for a two‑year education to one‑year education ratio. Minimum five (5) years experience in building maintenance or facility/property management roles. Minimum five (5) years experience managing third‑party vendor relationships from sourcing to performance management. Preferred five (5) to seven (7) years supervisory experience. Valid driver’s license and ability to travel to various courthouses in Maine. Strong writing, communication, and interpersonal skills. Knowledge of ADA, OSHA, Air Quality standards, building and fire safety codes, HVAC operations, energy management and related facility protocols. Proven ability to manage time, reorganize priorities, and work within budget constraints. Ability to prepare budget estimates, approve and monitor expenditures. Ability to develop and maintain effective and cooperative relationships with judges, court personnel, architects, vendors and the public.
