Future Opening: Program Manager - Program Management Office

Loudoun County's Department of Transportation & Capital Infrastructure Program ManagerLoudoun County's Department of Transportation & Capital Infrastructure (DTCI) is seeking an accomplished Program Manager to serve as the senior leader of the County's Program Management Office (PMO). This is a high-impact opportunity to help shape and modernize one of the region's fastest-growing capital programs—over $4 billion in transportation and facilities projects spanning more than 300 active initiatives. As the Program Manager, you will operate as an embedded strategic partner to County leadership, responsible for developing and driving the governance, systems, and processes that ensure consistent, predictable, and high-performing capital project delivery. This role requires exceptional executive presence, deep expertise in portfolio and program management, and the ability to integrate seamlessly with County staff, systems, and stakeholders.Key responsibilities include:Leading the PMO as the County's center of excellence for capital portfolio governance and program oversightDeveloping and implementing the Program Management Plan, PMO Charter, SOPs, methodologies, and internal controlsManaging enterprise-wide program and project controls, integrated schedules, financial forecasting, risk oversight, and performance reportingDelivering monthly program and financial reporting, executive-level dashboards, and structured governance cadences with senior leaders and the Board of SupervisorsOverseeing estimating workflows, budget-cycle support, and cash flow forecastingSupporting capability development for project managers and coordinating across multiple County departmentsEnsuring quality assurance, compliance, and confidentiality for all PMO operationsQualifications:Bachelor's degree in engineering, construction management, business, public administration, or related field (advanced degree preferred)15+ years of experience leading large capital programs, PMOs, or portfolio management functionsDemonstrated success overseeing multi-billion-dollar infrastructure programsStrong background in project controls, integrated scheduling, performance reporting, and governance developmentProfessional certifications such as PgMP, PMP, CCM, or PE in Virginia are strongly preferredProficiency with capital program systems (e-Builder/Trimble, MS Project/Primavera, Oracle, Microsoft 365)What We're Looking For:A strategic, collaborative leader with exceptional communication skills, strong analytical judgment, and a commitment to transparency, accountability, and continuous improvement.
