Energy Research & Development Division – Energy Resources Specialist III (Supervisory) Are you an energy leader with budget analysis experience? California Energy Commission (CEC) is hiring a Portfolio Management Unit Supervisor in the Energy Research & Development Division (ERDD). This opportunity is an Energy Resources Specialist III (Supervisor) state classification and will be responsible for managing a multi-disciplinary team working on a variety of technical and analytical tasks related to the portfolio management of the Division’s programs — including investment planning, funding research, development, demonstration, deployment agreements, budget tracking, annual reporting, and training. Energy Research & Development Division (ERDD) deploys over $200 million annually to advance technology innovation and research supporting the state’s clean energy and climate goals, including in the areas of renewable energy supply, building and industrial decarbonization, sustainable transportation, energy storage, energy distribution, resilience and reliability, and carbon management. Desirable Qualifications: Managing an energy program or project dealing specifically with program budget analysis. Preparing, reviewing, and monitoring budgets, fiscal reports, or expenditure forecasts. Supervising a technical program or other analytic functions. Knowledge of the principles of program evaluation and planning. Energy policy analysis and formulation. Knowledge of principles and methods of personnel management and training. Ability to track and analyze multi-year expenditures across multiple programs. Ability to analyze legislation, fiscal impacts, or program changes and translate them into clear fiscal and policy recommendations. Ability to direct, motivate, and earn the respect of staff. Ability to supervise staff to produce timely, quality work products. Ability to address and resolve conflict. Ability to communicate complicated information in a simple, accessible manner.
