Job Description
Turner & Townsend Heery is seeking a Construction Manager as Advisor (CMa) provides independent Quality Assurance (QA) by acting as the owner’s representative to ensure compliance with project plans, specifications, and quality standards. CMa responsibilities include overseeing contractor quality control, observing work for compliance to the contract documents, managing submittals, progress schedule, communication with the owner and directing the project to achieve planned outcomes, separating the advisor from the contractor's internal Quality Control (QC).
Key QA/QC roles for the CMa include:
Contractual Oversight:
In the CMa model, the CMa and architect share contract administration responsibilities. The CMa acts as the primary contact for quality issues.
Submittal Management: The CMa receives and reviews contractor submittals (shop drawings, product data) for accuracy and completeness, in concert with the architect.
Site Observations & Nonconforming Work: The CMa is responsible for personal observation of the work's quality and progress, notifying the owner of any non-conforming or defective work, and, with the architect, rejecting it.
Testing and Documentation: CMa schedules required materials testing and inspections, monitors and reports on project performance, and ensures contractor documentation (record drawings, O&M manuals) is accurate and complete.
Change Management & Closeout: Reviews contractor pay applications, evaluates and recommends contractors change proposals to control scope, and verifies project milestones for substantial completion and final payment
Essential Duties & Responsibilities
Review project plans and specifications to develop and maintain familiarity with assigned projects
Observe quality of work of general contractor
Monitor contractor and subcontractor labor on site and track in daily log
Monitor contractor’s logistics and safety plans for compliance
Provide feedback to contractor on schedule as it relates to manpower requirements to meet schedule and managing construction related impacts that may affect owner and abutters
Ensure contract compliance by the contractor, such as coordinating tests specified in contract and installing materials/equipment as specified, and reporting deficiencies to project manager, architect, and contractor.
Provide reports on all on-site matters, including daily field progress reports, third-party inspections, and safety concerns or incidents
Develop detailed daily field progress reports including summaries of all activities completed on site, progress photos, labor and equipment on site, deliveries, testing and inspections, weather conditions, look ahead activities, safety activities or issues, and any issues that may impact the project’s quality or schedule
Maintain job-site files, documents, monthly reports and daily log; prepare periodic reports for project manager as required
Participate in weekly Owner/Architect/Contractor meetings and issue meeting minutes for pre-construction or construction meetings when required
Participate in all site coordination meetings and work with team to resolve issues if they arise
Review payment application requests submitted by contractor and provide feedback to project manager
Coordinate owner activities such as surveys, existing conditions reviews, third party testing and inspections, commissioning inspections, or observations, move management, and furniture and equipment installations
Communicate and coordinate daily with project manager and owner
Coordinate with building inspectors and Agencies have jurisdiction as required
Write project updates including weekly look ahead updates highlighting potential or actual construction impacts
Provide administrative and technical support to project managers when required
Contribute to project manager’s monthly report
Assist in the project closeout documentation process and support project manager in closing out any site related open items (punch list, commissioning corrective actions, etc.)
Perform other related duties as assigned
SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
Knowledge & Skills Required
Ability to read architectural and engineering drawings, specifications, and codes
Working knowledge of building components and systems
Knowledge of construction materials, means and methods
Strong oral and written communication skills
Problem solving and conflict resolution skills
Self-starter who can work well independently and collaboratively
Ability to multi-task effectively
Organized and detail-oriented
Highly motivated and energetic
Excels in a fast-paced and deadline driven environment
Experience working on both public and private sector projects preferred
Demonstrated proficiency with Microsoft Office (including Excel, Outlook, Project, and Word)
Familiar with Project Management Software (Kahua, Procore, eBuilder etc.)
Preferred Education and Experience
MUST BE US Citizen or Green Card holder.
10+ years of professional experience as a clerk of the works, resident engineer, superintendent, or related field position
Experience in a construction-related field working on large scale public projects is highly preferred.
Must be able to pass background checks required by clients
OSHA 10 and/or OSHA 30 certification preferred.
