Summary HUMAN RESOURCES SPECIALIST (MILITARY/INFO SYS) – Headquarters, Air Force Reserve Command, Washington. This is an Air Reserve Technician (ART) position; ARTs are federal employees in the competitive civil service and receive all benefits. Eligibility U.S. Citizenship (required) Current member of the AF Reserve or willing/qualified to join Current or former competitive/excepted service federal employees Veterans Military spouses Land and base management agencies current or former term/temporary employees Duties Plan, direct, and control all aspects of Personnel Data Systems (PDS). Provide PDS customers with assistance and training. Provide military personnel advisory services to commanders and staff on all personnel systems programs. Conditions of Employment U.S. Citizenship required. Must be a current member of the AF Reserve or willing to join. Must obtain and maintain an appropriate security clearance. PCS may be paid per JTR and AF Regulations; may require a CONUS agreement. Must register for Selective Service if male. Salary varies by location. Subject to DoD Priority Placement Program. May be subject to random drug testing. May be required to work outside normal hours, including evenings, weekends, holidays, shift work, and emergency overtime. Must maintain current certifications. Disclosure of political appointments. Qualifications Specialized experience: At least 1 year of specialized experience at GS‑09 or equivalent; includes knowledge of personnel readiness programs, systems integration methods, IT security principles, project management, configuration management, and ability to guide customers through software applications. Education: Ph.D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree. Combination of experience and education may be used if computed percentage meets 100%. Time-in-grade: Merit promotion applicants must meet applicable time-in-grade requirements (one year at GS‑09 for GS‑11). Knowledge, Skills, and Abilities Knowledge of military personnel policies, procedures, rules, guidelines, and publications. Comprehensive knowledge of PDS applications and personal computer/software proficiency. Ability to analyze data/products and communicate effectively, orally and in writing. Understanding of civilian personnel guidelines and Master Labor Agreement. Knowledge of systems interfaces pertinent to PDS. Other Significant Facts ART position requires participation in unit training assemblies; non-ART duties not to exceed 30% of total responsibilities. May be required to fly in commercial/military aircraft; subject to recall outside normal hours. Emergency overtime may be required.
